In accordance with the important instructions of General Secretary Xi Jinping on the development of modern coal chemical industry, and in combination with the implementation of the "Layout Plan for Innovative Development of Modern Coal Chemical Industry" (hereinafter referred to as the "Plan") and the situation and tasks of energy security, ecological environment protection and water resources carrying capacity faced by industrial development, the main body of coal is further strengthened. In accordance with the overall requirements of strictly controlling increments, strengthening guidance, optimizing and upgrading, and being safe and green, we should strengthen the clean and efficient utilization of coal and promote the high-end, diversified and low-carbon development of modern coal chemical industry (excluding coal-to-oil, coal-to-gas and other coal-to-fuels, the same below). The relevant matters are hereby notified as follows.
1. Standardize the management
of project construction and strictly control the production capacity and new coal consumption of modern coal chemical industry. The total amount of 20 million tons of new coal conversion in each demonstration area specified in the Plan during the 13th Five-Year Plan period will not continue. Modern coal chemical projects that really need to be built should ensure the stability of coal supply, give priority to the task of guaranteeing the supply of coal for power generation and heating specified by the state, and should not be used for the construction of modern coal chemical projects by reducing the supply of coal. New coal-to-olefin and coal-to-paraxylene (PX) projects not previously included in the Plan shall be built by the State Development and Reform Commission, the Ministry of Industry and Information Technology, in conjunction with relevant departments, in accordance with the provisions of the Catalogue of Investment Projects Approved by the Government (2016 edition), and in accordance with the guarantee conditions of raw materials, energy use and water resources of the project. Approved by the provincial government. New coal-to-methanol projects with an annual output of more than 1 million tons shall be approved by the provincial government.

On the basis of the layout of modern coal chemical industry specified in the Plan, and in accordance with the requirements of major regional strategies and coordinated regional development strategies, territorial spatial planning, and regional ecological environment zoning control, we should further strengthen planning guidance, optimize industrial layout, and promote the development of modern coal chemical industry. We will accelerate the upgrading of advanced technology and equipment for modern coal chemical projects in stock, and focus on new projects such as coal-to-olefin, coal-to-paraxylene (PX), coal-to-methanol, coal-to-ethylene glycol and coal-to-degradable materials in areas with relatively rich coal and water resources and good environmental capacity, so as to promote industrial agglomeration and park development. According to the endowment and carrying capacity of resources and environment, the spatial layout and land use structure of traditional energy industry should be optimized, and new coal chemical production capacity should be strictly prohibited in key areas of air pollution prevention and control. For areas with large production capacity of modern coal chemical industry, new projects are encouraged to be implemented by means of large pressure and small coal consumption replacement, so as to avoid homogenization and low-level duplicate construction.
3. Strengthen scientific and technological innovation
, encourage new modern coal chemical projects to undertake corresponding technological innovation demonstration and upgrading tasks, implement major technical equipment projects, accelerate industrial technology optimization and upgrading, and promote original innovation and integrated innovation. We will promote technological innovations such as new high-performance composite catalysts, one-step synthesis of olefins from syngas, and one-step synthesis of low-carbon alcohols and ethers, and promote breakthroughs in the industrialization of coal-to-paraxylene (PX). Focus on large-scale high-efficiency coal gasification, new generation of high-efficiency methanol to olefins and other technical equipment and key raw materials and components, and promote the industrial application of the first batch of key technology materials, the first set of equipment and the first version of software. We will optimize and adjust the product mix and accelerate the development and application of high-end chemical production technologies such as coal-based new synthetic materials, advanced carbon materials and degradable materials. We will strengthen the research and development of green substitutes for toxic and harmful chemicals and non-toxic, harmless, low-toxic and low-harmful green chemicals and products. We will encourage the construction of large-scale and efficient "gasification islands" and create a platform for centralized production of raw materials and a multi-pronged development model for downstream products. In areas with better resource endowment and industrial base, we will promote the innovative development of modern coal chemical industry coupled with renewable energy, green hydrogen, carbon dioxide capture, utilization and storage (CCUS). Promote the digitalization of modern coal chemical equipment, encourage modern coal chemical enterprises, equipment enterprises and service providers to form consortia, research and develop modern coal chemical intelligent equipment and scenario integration technology, and cultivate a number of typical scenarios of intelligent production.
4. Promote green and low-carbon development
, accelerate the popularization and application of green and low-carbon technology and equipment, guide existing modern coal chemical enterprises to implement energy-saving, carbon-reducing, water-saving and pollution-reducing transformation and upgrading, strengthen the fine management of the whole process, and improve the efficiency of resource and energy utilization. Strengthen the leading and restraining role of energy efficiency, water efficiency and pollutant emission standards, and steadily improve the green and low-carbon development level of modern coal chemical industry. Strict energy efficiency and environmental protection constraints, strengthen project energy conservation review and environmental protection supervision, proposed and under construction projects should fully reach the energy efficiency benchmark level, the energy efficiency level of major energy-using equipment should reach the advanced value of energy efficiency standards or above; Existing projects with energy efficiency below the benchmark level must be upgraded by the end of 2025, and the energy efficiency of major products must reach the industry benchmark level or above, and projects with energy efficiency below the benchmark level will be eliminated and withdrawn. The environmental protection of new project enterprises should meet the requirements of A-level indicators of performance classification. We will accelerate the transformation of enterprises whose pollutants fail to meet the standards steadily, and order enterprises with serious excessive emissions to suspend business and close down according to law. We will resolutely implement the requirement of water-based production, strengthen water resources demonstration and project water management, promote the application of water-saving technologies such as closed circulation cooling, and promote the fresh water consumption per ton of products in new projects to reach the industry-leading level. We will accelerate the comprehensive treatment of volatile organic compounds, the stepped recycling of high-salinity wastewater, the advanced treatment of resources, and the recycling of solid wastes such as ash and slag. We will carry out screening and environmental risk assessment of toxic and harmful chemicals involved in modern coal chemical industry, and promote the implementation of environmental risk control measures such as prohibition, restriction and emission restriction for toxic and harmful chemicals with high environmental risks. Accelerate the development and industrial application of large-scale low-energy capture, utilization and storage of high-concentration carbon dioxide and the preparation of high-value-added chemicals. We will strengthen the comprehensive development and utilization of traditional and new energy sources, and promote the complementarity of coal, gas, wind and electricity. New projects should give priority to relying on the central heating and steam supply facilities in the park, and in principle, no new self-provided coal-fired units will be added.
5. Strengthen safety and environmental protection supervision
, strictly control project safety and environmental protection access, project site selection and pollution control measures must meet the requirements of safety and environmental access, and new projects should be located in chemical industry parks with general or lower safety risk levels. The provinces need to complete the rectification of the modern coal chemical industry in the supervision of the State Council. In the process of project construction, we should earnestly implement the "three simultaneous" system of safety and environmental protection, strengthen the linkage between enterprises, parks and the government, and establish and improve the contingency plan. Strictly implement the Guidelines for Safety Risk provention and control of Hazardous Chemicals Production and Construction Projects (Trial Implementation) and the Measures for Emergency Management of Environmental Emergencies, in accordance with the relevant provisions of laws and regulations such as the Fire Protection Law, and in accordance with the needs of safety production. In large-scale coal chemical industry bases and industrial agglomeration areas, professional emergency rescue forces such as enterprise full-time fire brigades, process disposal teams, government full-time fire brigades and environmental emergency disposal teams will be built to enhance the level of intrinsic safety and security capabilities, and effectively prevent secondary environmental disasters caused by various accidents. Strengthen routine safety inspection and environmental protection supervision, strictly control pollutant discharge, strictly prevent soil and groundwater pollution, timely eliminate hidden dangers of safety and environmental protection, seriously investigate and punish illegal acts, and take relevant rectification measures in accordance with the law and regulations that do not meet the requirements.
6. To clarify the division of
responsibilities among all parties, the National Development and Reform Commission, the Ministry of Industry and Information Technology and the Ministry of Ecology and Environment will take the lead in strengthening coordination with relevant departments, sharing information, strictly controlling the total amount and improving construction standards. Organize the evaluation organization to scientifically demonstrate the coal-to-olefin and coal-to-paraxylene (PX) projects applied for inclusion in the Plan from the aspects of coal and water resources, environmental capacity, emission level, energy efficiency level, safety risk, process technology and economic benefits, and timely carry out supervision and inspection to promote the rational layout and standardized construction of the projects. The Ministry of Natural Resources, the Ministry of Water Resources, the Ministry of Emergency Management, the National Energy Administration and other departments have combined their functions to strengthen the work guidance of planning and site selection, water production and water resources demonstration, safe production, energy security and resource matching. Relevant local and central enterprises should strengthen their systematic concepts and bottom-line thinking, and fully consider the basis of industrial development, market supply and demand, factor guarantee conditions and other factors on the premise of fulfilling the state's clear task of guaranteeing coal supply for power generation and heating, effectively guaranteeing coal supply, and coordinating the development of modern coal chemical industry and the target requirements of carbon intensity. Strictly check the project, strengthen supervision after the event, ensure that the construction is standardized according to the approval requirements, and resolutely curb the blind development of "two high and one low" projects. Provincial development and reform commissions and competent departments of industry and information technology should scientifically formulate the development plan of modern coal chemical industry in the region, rationally grasp the scale of industrial development, continuously improve the quality of industrial development and promote the healthy development of the industry. As an important supplement to the Program,
this Circular shall be implemented from the date of issuance. Where the previous provisions are inconsistent with this Notice, this Notice shall prevail.
