In order to establish and improve the long-term mechanism of sand mining management in the Yangtze River, resolutely crack down on illegal sand mining in the Yangtze River, and effectively protect the water ecological environment of the Yangtze River, the Water Conservancy Bureau of Susong County, Anqing City, Anhui Province, has taken many measures to carry out sand mining management in the Yangtze River with a pragmatic style of work and contribute to the protection of the "Mother River".
Strengthen organizational leadership and unite law enforcement efforts. The county's leading group of sand mining management in the Yangtze River has been adjusted and enriched in time, and the management system of sand mining in the Yangtze River has been improved. Under the leadership of the county government, it actively docks with the county's agricultural, rural, public security, forestry, ecological environment and transportation departments, gathers the joint law enforcement efforts of various functional departments, and improves the joint law enforcement mechanism of our county's waters. At the same time, we deepened our cooperation with the chief procurator of the river chief office stationed in the county, and jointly issued the Key Points of the Cooperation Mechanism of "River and Lake Chief + Chief Procurator" in Susong County in 2023, forming a new mode of cooperation of "procuratorial supervision + administrative law enforcement" to promote the quality and efficiency of water ecological protection.
Improve the system construction and strengthen patrol duty. The system of water administration supervision and inspection and the duty system of sand mining management in the Yangtze River have been improved in time, the system management and rigid constraints have been strengthened, and the 24-hour duty of sand mining management in the Yangtze River has been implemented to enhance the intensity of inspection and duty. At the same time, the daily inspection of sand mining management in the Yangtze River will be included in the work of river and lake length system, and the inspection responsibilities of river and lake length at all levels will be clarified to further eliminate the blind spots of supervision. Since this year, a total of 373 regular law enforcement patrols and special law enforcement patrols, 20 Qingjiang operations and joint law enforcement have been organized, with a total of 51969 kilometers of river length, 514 vehicles, 41 law enforcement boats and 1502 law enfo rcement personnel, 54 on-site violations have been stopped and 2 cases of water violations have been investigated and dealt with.
Increase funding and improve law enforcement capacity. In order to continuously improve the "civil air defense + technical defense" and improve the ability of law enforcement on the river surface, video surveillance devices were installed at the centralized berthing points and Huikou wharfs of sand mining vessels in the Yangtze River in March this year, and the service function of the intelligent management system for the prohibition of fishing in the Yangtze River was upgraded in cooperation with the county iron tower company in June, and terminal management equipment was added to the law enforcement base for sand mining in the Yangtze River. Video surveillance of 63 kilometers of Susong section of the Yangtze River has been realized. In July, nearly 300,000 yuan was invested to comprehensively upgrade and renovate the "Anhui Water Administration No.11" water administration law enforcement boat, and in the near future, it is planned to purchase relevant law enforcement equipment such as river patrol law enforcement UAVs, so as to further strengthen the rapid response capability and emergency response capability of law enforcement along the Yangtze River and on the water surface.
