The meeting pointed out that in the first half of 2023, the company thoroughly implemented the spirit of the 20th National Congress of the Communist Party of China, actively responded to the severe challenges of the complex and uncertain international environment and the fatigue of world economic growth, and made every effort to seize the full restoration of the normal operation of China's economy and society, the coordinated efforts of macro-policies, and the rapid resumption of the diplomacy of major powers. The meeting emphasized that speeding up the construction of world-class enterprises is a major strategic decision made by the Party Central Committee with Comrade Xi Jinping as its core to command the "two overall situations", and is also an inevitable requirement for central enterprises to carry out new missions, overcome new challenges, win new opportunities and create new brilliance. We should keep the strategic direction, always maintain the strategic strength, always anchor the objectives and tasks, always firmly implement the path, and strive to take the road of "strategic victory, excellent governance, change-driven, leading innovation, outstanding brand, value creati on, digital intelligence and cultural empowerment" to build a world-class new energy. Song Hailiang emphasized that 2023 is the key year for the company to fully implement the spirit of the 20th National Congress of the Communist Party of China, implement the blueprint of the Second Party Congress and further promote the 14th Five-Year Plan. It is also the beginning year for the company to speed up the construction of world-class enterprises in an all-round way. It is of great practical and strategic significance to accomplish all key tasks with high quality. Combining with the year-round work objectives, we should focus on the "five focuses". Firstly, we should focus on "one outline, three cores and one consolidation", firmly grasp the correct direction of reform, fully grasp the transformation and implementation of reform tasks, seize the initiative of reform in a forward-looking manner, and make every effort to deepen the reform of the system. Second, we should focus on "creating three transformations" and make every effort to cultivate new momentum for development. "One creation and three transformations" is a strategic and systematic plan, an initiative for the company to thoroughly and systematically implement the new mission and orientation of state-owned enterprises, and a key path to build "three new" capabilities in an all-round way. We should improve our systematic understanding, deeply grasp the internal logic, and comprehensively implement the implementation.
