Considering the actual situation that the accessible carrying capacity of distributed generation in Yingkou area is 981.98 MW, it is decided to postpone the filing of new distributed photovoltaic projects in the whole city, and the opening time will be notified separately .

The Commission has received the Report of Yingkou Power Supply Company of State Grid on the Assessment of the Carrying Capacity of Distributed Generation Access to Yingkou Power Grid (YDFC [2023] No.105), which analyses the new capacity and current situation of distributed generation in Yingkou area, and puts forward suggestions for specific work. The relevant information is hereby notified as follows:

I. New Capacity and Current Situation

of Distributed Generation in Yingkou Area According to the Report of State Grid Liaoning Electric Power Co., Ltd. on the Assessment of the Carrying Capacity of Distributed Generation Access to the Grid (Liao Dian Diao Guan [2022] No.60), The new capacity of distributed generation in Yingkou area is 981.97 MW, including 17015 MW in Yingkou urban area, 246.63 MW in Laobian District, 312.46 MW in Dashiqiao City, 79.3 MW in Gaizhou City and 173.43 MW in Bayuquan District.

According to statistics, from January 2022 to May 2023, the registered unconnected photovoltaic capacity in Yingkou area has reached 1527.06 MW, which has far exceeded the accessible carrying capacity of distributed generation in Yingkou area.

2. Relevant requirements

In view of the current situation of distributed generation access in the city, the following requirements are put forward for the next step of distributed photovoltaic project filing work:

First, suspend the filing work of new distributed generation projects in the city. Considering the actual situation that the carrying capacity of distributed generation in Yingkou area is 981.98 MW and the actual registered projects reach 1527.06 MW, it is decided to postpone the registration of new distributed photovoltaic projects in the whole city, and the opening time will be notified separately.

Second, after the issuance of this document, the Municipal Power Supply Company will suspend the acceptance of grid-connected applications for distributed photovoltaic projects, and the opening time will be notified separately. At the same time, the Municipal Business Bureau should thoroughly clean up the projects that have been put on record but not connected to the grid, and strictly regulate the administrative filing matters in accordance with the law and regulations.

Third, the relevant departments of all regions and municipalities should timely convey the relevant requirements. Before receiving the notice of resuming the filing of distributed photovoltaic projects, the examination and approval departments at all levels are not allowed to handle the filing of new distributed photovoltaic projects. In case of enterprises that need to be filed, the examination and approval departments at all levels shall inform the filing objects in detail of the actual situation of the carrying capacity of distributed generation connected to the grid, so as to avoid unnecessary economic losses of the filing persons, and the relevant filing personnel shall be responsible for the losses caused by the filing but unable to be connected to the grid.
