It will focus on developing the photovoltaic industry chain of "module + battery + inverter + energy storage + glass", and by 2027, the total output value of the city's photovoltaic industry will reach 300 billion yuan. At the same time, we will accelerate the implementation of a large number of major photovoltaic projects led by Flat, Jingke, Zhengtai, Longji, Tongwei and Atlas, with a total planned investment of more than 60 billion yuan, and the production capacity of cells and modules reaching 110 GW and 160 GW respectively.

We have received your Proposal on the Production Expansion of Photovoltaic Upstream Enterprises under the Background of Carbon Peak and Carbon Neutralization at the Third Session of the Ninth People's Congress of Jiaxing City. First of all, thank you very much for your concern and attention to the expansion of the upstream enterprises of the photovoltaic industry in our city. Your proposal is fully investigated, accurately analyzed and very targeted. As the sponsor, our committee attaches great importance to it. After in-depth study with the relevant units, we now reply to the current situation as follows:
I. Current work progress
Achieving carbon peak carbon neutralization is not only the inherent requirement of implementing new development concepts, building new development patterns and promoting high-quality development. It is also a strategic measure to strengthen the construction of ecological civilization, accelerate the green transformation of the mode of economic and social development, and promote the harmonious coexistence of man and nature. Energy is the main battlefield to achieve carbon peak and carbon neutralization, accelerating the green and low-carbon transformation of energy is the only way, and vigorously developing new energy is the inevitable choice. To this end, Jiaxing is actively promoting the high-quality development of the photovoltaic industry chain to promote the green and low-carbon transformation of energy.
First, improve the cultivation system of photovoltaic industry. In recent years, our city has attached great importance to the cultivation of photovoltaic industry, focusing on building a relatively complete industrial system, and gradually formed a photovoltaic industry chain from cells, components to inverters, slurry, photovoltaic glass, special equipment to photovoltaic application products and system integration. In 2022, the total output value of Jiaxing's new energy industry exceeded 100 billion yuan, of which the output value of photovoltaic industry reached 81.5 billion yuan, an increase of 50% over the previous year, accounting for 1/3 of the province's photovoltaic industry output value. Leading enterprises have basically formed a development pattern supported by supporting enterprises, nurtured local listed enterprises such as Flat Glass, Yuneng Science and Technology, Core Energy Science and Technology, and gathered a large number of leading enterprises such as Jingke Energy, Zhengtai New Energy, Longji Le Ye, Atlas and Foster.
The second is to promote the parallel development of centralized and distributed photovoltaic industries. In order to promote the green and low-carbon transformation of energy in our city and accelerate the high-quality development of distributed photovoltaic applications, our city has formulated the Implementation Plan for Promoting the Large-scale Development of Distributed Photovoltaic in Jiaxing City in an All-round Way. Through the construction of the industrial development ecology of industrial cluster + scenario application, we have promoted the special action of "photovoltaic +" application in eight areas throughout the city and promoted the new application scenario of photovoltaic storage integration. In 2022, the city's photovoltaic power generation was 3.6 billion degrees, with a cumulative increase of 700000 kilowatts of photovoltaic installed capacity, an increase of 153% over the same period last year.
Third, optimize energy demand. In order to vigorously guarantee the energy demand of major high-quality projects, Jiaxing City has promulgated the Energy Security Policy 2023, which opens a green channel for energy-saving review for projects whose energy consumption per unit of industrial added value is less than 0.52 tons of standard coal/10000 yuan, and is not constrained by the total energy consumption. For new projects with unit consumption exceeding the limit, the local government shall use the confirmed energy saving amount and the newly added renewable energy to balance the energy consumption of the project, which can also guarantee the energy demand of the project. At the same time, in 2022, the state officially issued a notice of separate energy consumption for major projects, and the city was included in five national energy consumption projects, with a single energy consumption of 1.048 million tons of standard coal, making room for the expansion of photovoltaic upstream enterprises.

Strictly implement various energy-saving and carbon reduction measures, strengthen energy-saving review, acceptance and supervision of projects, ensure compliance construction and operation of projects, and urge project units to achieve full production and energy consumption release during the 14th Five-Year Plan period. At the same time, we should actively pay attention to national policies, make good preparations for the declaration of subsequent batches of national energy consumption projects, speed up the construction of clean energy projects such as photovoltaic, energy storage and infrastructure, continue to carry out energy-saving diagnostic services, guide the transformation and upgrading of service enterprises, increase the efforts of backward energy evacuation, and ensure the energy demand of high-quality industrial projects.
