Recently, with the approval of Xianyang Natural Resources Bureau, the General Plan for Mineral Resources (2021-2025) of 11 counties in the city was formally implemented after being examined and issued by the county (city) governments.
According to the arrangement and deployment of the Ministry of Natural Resources and the Provincial Department of Natural Resources, 11 counties (cities) with mining activities in the city have compiled the General Plan for Mineral Resources (2021-2025). County-level mineral planning mainly implements provincial and municipal planning targets, mining rights exploration blocks and mining blocks, and delimits sand and clay mining blocks and centralized mining areas approved for transfer at the corresponding level. County-level mineral planning is an important basis for counties (cities) to examine, approve and supervise the exploration, development, utilization and protection of mineral resources during the 14th Five-Year Plan period, and an important guarantee for promoting the high-quality development of county-level mining economy.
County-level mineral planning proposes that, based on the demand for mineral resources for economic and social development, efforts should be made to optimize the mining layout of sand and clay minerals, continuously improve the level of resource development and utilization, and constantly enhance the supply and guarantee capacity of mineral resources. We should strengthen the protection of the ecological environment in the Yellow River Basin, develop circular economy, and run the ecological protection through the whole process of mineral exploration, development and utilization and the restoration of the geological environment of mines. We should further promote the reform of "releasing control clothing", continuously optimize the business environment, improve the fair, open and orderly competitive market for mining rights, comprehensively implement the competitive transfer of mining rights, and give full play to the decisive role of market allocation of resources and the role of government supervision.
County-level mineral planning is clear, the city has designated a total of 1 limestone mining planning block for building stone, 1 sandstone mining planning block for building, 1 limestone mining planning block for ash production, and 14 sand and soil mining areas. By the end of 2025, the city will have no more than 21 clay mining rights for bricks and tiles, no more than 10 limestone mining rights for building stones, and no more than 2 limestone mining rights for ash production; the green mine creation rate will reach 100%. The production scale of clay mines for bricks and tiles is not less than 60 million pieces per year, the access mining scale of limestone mines for building stones is not less than 2 million tons per year, and the access mining scale of limestone mines for ash production is not less than 1 million tons per year. The proportion of large and medium-sized sand and soil mines reaches 100%, and the minimum service life should not be less than 10 years in principle.
County-level mineral planning emphasizes that we should aim at serving economic and social development and ensuring resource security, focus on green development and changing the way of resource utilization, strengthen resource protection and rational utilization, correctly handle the relationship betw een government and market, current and long-term, local and overall, resources and environment, and deepen the supply-side structure. Optimize the pattern of resource development and protection, and realize the coordination of resource development and ecological protection. By the end of 2025, an environmentally friendly, safe, stable and economic resource guarantee system will be basically established, and a green mining development model featuring conservation, efficiency, environmental friendliness and mine harmony will be basically formed, which will significantly enhance the comprehensive benefits of mining development and economy, environment and society, and build a new pattern of mining development.
