On July 24, the Shandong Regulatory Office of the State Energy Administration issued a circular on the issuance of the Detailed Rules for the Implementation of the Management of Electric Power Grid-connected Operation in Shandong Province and the Detailed Rules for the Implementation of the Management of Electric Power Auxiliary Services in Shandong Province. The circular pointed out that the new version of the "Two Rules" would organize a certain period of simulation operation according to different types of grid-connected subjects from the date of issuance. The relevant provisions of grid-connected power plants shall be formally implemented from August 1, 2023; the relevant provisions of wind farms, photovoltaic power stations and independent energy storage shall be formally implemented from September 1, 2023; and the relevant provisions of local public power plants shall be formally implemented from April 1, 2024.

on Printing and Issuing the Detailed Rules for the Implementation of Grid-connected Operation Management of Electric Power in Shandong Province and the Detailed Rules for the Implementation of Auxiliary Service Management of Electric Power in Shandong Province State Grid Shandong Electric Power Company, Shandong Electric Power Trading Center, Huaneng Shandong Power Generation Co., Ltd., Huadian Corporation Shandong Branch, State Energy Corporation Shandong Branch, Datang Shandong Power Generation Co., Ltd., State Power Investment Corporation Shandong Branch, China Resources Power North China Region, Shandong Nuclear Power Co., Ltd., new energy enterprises, local power plants and other relevant grid-connected entities:
To further improve the management of grid-connected operation and ancillary services of power system and ensure the safe, high-quality and economic operation of Shandong electric power system, laws and regulations such as the Electric Power Law of the People's Republic of China, the Regulations on Electric Power Supervision, the Regulations on the Management of Grid-connected Operation of Electric Power and the Measures for the Management of Ancillary Services of Electric Power are adopted. The Office has organized the revision of the Detailed Rules for the Implementation of Grid-connected Operation Management and Ancillary Service Management of Electric Power in Shandong Province, and formed the Detailed Rules for the Implementation of Grid-connected Operation Management of Electric Power in Shandong Province and the Detailed Rules for the Implementation of Ancillary Service Management of Electric Power in Shandong Province (hereinafter referred to as the new version of the "two rules"), which are now printed and distributed, and the following requirements are put forward for implementation.
1. All relevant units should earnestly study the new version of the "Two Rules", strengthen training and publicity, further raise awareness, standardize and orderly carry out grid-connected operation and ancillary service management, and make good preparations for implementation. Shandong Electric Power Dispatching and Control Center, together with relevant units, shall organize the grid-connected entities to conduct systematic training and publicity, so as to improve the awareness and understanding of the assessment terms by the grid-connected entities. All grid-connected entities should strengthen their study, participate in the management of grid-connected operation and ancillary services as required, and strictly implement the relevant standards of the "two rules".
2. Shandong Electric Power Dispatching and Control Center and Shandong Electric Power Trading Center shall further strengthen the implementation and management of the "Two Rules", standardize the procedures of assessment and return, compensation and allocation, cost settlement and information submi ssion, and Shandong Electric Power Dispatching and Control Center shall formulate new internal standards and procedures for the implementation of the relevant assessment of the "Two Rules" and report them to our office. In the process of assessment and management of the "two detailed rules", unified standards and standards should be implemented rigidly and normatively. Shandong Electric Power Dispatching and Control Center and Shandong Electric Power Trading Center should timely adjust and improve the technical support system, and do a good job in upgrading the system.
3. From the date of issuance of the new version of the "Two Rules", simulation operation will be organized for a certain period of time according to different types of grid-connected entities. The relevant provisions of grid-connected power plants shall be formally implemented from August 1, 2023; the relevant provisions of wind farms, photovoltaic power stations and independent energy storage shall be formally implemented from September 1, 2023; and the relevant provisions of local public power plants shall be formally implemented from April 1, 2024. The period from the date of issuance of this circular to the date of formal implementation of each grid-connected entity is the simulation operation period. Shandong Electric Power Dispatching and Control Center shall organize and evaluate the simulation operation on a monthly basis, continuously improve the relevant management processes with Shandong Electric Power Trading Center, submit relevant analysis reports to our office in a timely manner, and put forward work suggestions. After the end of the simulation operation period, each grid-connected entity shall be implemented in accordance with the provisions of the new version of the "two detailed rules". If
any unit encounters problems in the implementation, please give timely feedback to our office.
