"Zhou Mou, the contractor of the forest road in Lingkou Village, sold more than 6 million yuan of stone after contracting the forest road; Tao Mou and Lin Mou, the contractors of the forest road in Dayuan Village, borrowed the forest road for quarrying and sold as much as 5.8 million yuan of stone.." This is a problem that has been seriously investigated and dealt with in Jinyun County, Lishui City, Zhejiang Province, during the recent large-scale investigation and rectification of illegal mining on forest roads throughout the county.
This systematic renovation covering all forest road projects in the county is the epitome of Jinyun's ecological environment protection action in recent years, and also the concrete practice of the county's continuous rectification of inspection feedback problems. In July 2020, the provincial Party committee's inspection pointed out that Jinyun's implementation of the concept of "two mountains" was not accurate enough. Focusing on the problem of inspection feedback, Jinyun County Party Committee and County Government took comprehensive measures to promote the rectification of inspection feedback, and brought ecological construction and forestry mineral resources protection into the key content of inspection supervision of the county Party committee.
In 2021, the inspection of Jinyun County Party Committee found that the road construction project of the county forestry Bureau in the forest area of Lingkou Village had the problem of inadequate supervision: the original 2.2 kilometers of construction road was only 425 meters after three years of construction, while the project site became a large construction site, with illegally mined stones piled up everywhere.
With the deepening of the investigation, the Commission for Discipline Inspection and Supervision of Jinyun County found that many forest road construction projects in the county were not standardized, and the situation of illegal mining in the name of forest road was prominent, which not only caused the loss of a large number of mineral resources, but also seriously damaged the ecological environment, and urgently needed comprehensive rectification.
Jinyun County deepens the working mechanism of "patrol and discipline linkage", incorporates the issue into the "seven lists of issues" list database, and sets up a special team to conduct a special review and investigation on the issue of "illegal mining in the name of forest roads" in the county, jointly with public security, land, forestry and other units and territorial townships, through field visits, consulting accounts and talking. The members of the special task force stripped the cocoons, dug deep into the root causes of the problems and the interest chain behind them, and seriously investigated and dealt with illegal and criminal acts such as destruction of forest land and illegal mining, so as to thoroughly rectify the problems.
After comprehensive combing and investigation, Jinyun found 21 forest roads suspected of illegal mining, 9 criminal suspect have been arrested, and the value of sand and stone involved is as high as 25 million yuan. In the investigation of the case, the Jinyun County Commission for Discipline Inspection and Supervision took detention measures against two people and examined and investigated five people. Among them, Ma Xiliang, head of the Resources Management Section of the County Forestry Bureau, who is responsible for the county's forest road project, was dismissed from public office and expelled from the Party in December 2022 for serious dereliction of duty and bribery. In June 2023, Ma Xiliang was sentenced to three years and three months'imprisonment for bribery and abuse of power, with a fine of 230000 yuan and 960800 yuan of illegal income recovered according to law.
"Current reform" should be more "long-term", the County Discipline Commission Supervisory Committee adheres to the two-pronged approach of serious discipline accountability and promoting the establishment of rules and regulations, promotes the County Forestry Bureau to issue the "Internal Examination and Approval Management System for Forest Road (Forest Fire Prevention Facilities) Construction Projects", and establishes a joint law enforcement mechanism for forestry stations and natural resources institutes. We will further improve the long-term working mechanism from case investigation, investigation and analysis to problem rectification, and the establishment of rules and regulations.
