Recently, the Inner Mongolia Cement Association issued the Notice on Organizing Cement Clinker Enterprises in Central and Western China to Delay Kiln Opening.
According to the current situation of large clinker stocks in most enterprises, enterprises such as Mengxi, Jinyu Jidong, Zhonglian and Ningxia Horse Racing put forward the suggestion of delaying the opening of kilns for one month after the end of peak staggering production in heating season, in accordance with the principle that large enterprises take the lead and the whole industry actively follow up. Decided to organize and carry out the work of delaying the opening of kilns in cement clinker enterprises in the central and western regions.
The scope is all cement clinker (including carbide slag and co-disposal of hazardous waste) production lines in the Midwest. The delayed starting period is from April 1 to April 30.
The notice also mentioned that due to the small clinker inventory, the large amount of hazardous waste co-disposal, and the need to ensure the supply of key projects, differentiated approaches can be adopted. During the period of peak shifting
from 2022 to 2023, enterprises undertaking peak shifting replacement with carbide slag enterprises need to make up for the time of kiln shutdown. If there is an overlap between the delayed kiln start-up plan and the announcement time of the Department of Industry and Information Technology and the Department of Ecology and Environment, they need to make up for the delay. If the
carbide slag enterprise cannot shut down the kiln according to the above requirements, refer to the relevant provisions of the Notice of the Department of Ecology and Environment of the Department of Industry and Information Technology of Inner Mongolia Autonomous Region on Strictly Implementing the Normalized Peak-Staggered Production of Cement (Nei Gong Xin Ye Jian Gong Zi [2021] No.368), and take the initiative to carry out peak-staggering replacement with the adjacent non-carbide slag enterprises.
