Among them, by 2025, in addition to emergency vehicles, the province's buses, cruise taxis and trucks in urban built-up areas (including dregs transport vehicles, cement tankers, logistics vehicles), postal vehicles, municipal sanitation vehicles, and online taxis will basically achieve new energy.
We will accelerate the transformation of ultra-low emissions in the whole process of iron and steel, cement and coking industries, complete the transformation of organized and unorganized ultra-low emissions in iron and steel enterprises by the end of 2023, and basically complete the transformation of organized and unorganized ultra-low emissions in cement and coking enterprises by the end of 2024. By the end of September 2025, clean transportation and ultra-low emission transformation of iron and steel, cement and coking enterprises will be completed.
New construction, reconstruction and expansion (including relocation) of iron and steel, cement and coking projects should reach ultra-low emission levels.

(1) Action to improve urban air quality.
1. All localities should study and formulate plans for upgrading the ranking of 168 key cities in the country, clarify the target of upgrading, and achieve upgrading year by year. Zhengzhou City, Kaifeng City and Luoyang City will not enter the last 20; by 2025, Anyang City, Hebi City and Xinxiang City will steadily withdraw from the last 10 and strive to improve their ranking, and other provincial municipalities will steadily withdraw from the last 20. Withdraw the restricted processes and equipment in an orderly manner, and phase out the walking sintering machine, pelletizing shaft furnace, independent sintering (pelletizing) and independent hot rolling processes. By the end of 2024, iron and steel enterprises will have orderly withdrawn or completed large-scale transformation of blast furnaces below 1200 cubic meters, steelmaking converters below 100 tons, steelmaking electric arc furnaces below 100 tons and alloy steel electric arc furnaces below 50 tons. We will promote the centralized layout and development of the iron and steel industry, rationally control the ratio of steel to coke, withdraw all iron and steel enterprises in Zhengzhou, support the construction of a number of circular economy industrial parks such as Changge, and actively develop green and high-end electric furnace short process steelmaking. Promote the construction of sewage treatment facilities in township governments'residences, increase financial funds and special debt support, and strengthen the construction of sewage treatment facilities. By the end of 2023, the township government will basically achieve full coverage of domestic sewage treatment facilities. We will continue to carry out actions to improve the quality and efficiency of urban domestic sewage treatment, accelerate the control of overflow pollution in urban drainage systems, and reduce the intensity of pollution in flood season. By 2025, the centralized collection rate of domestic sewage in the built-up areas of Zhengzhou will not be less than 90%, and other urban built-up areas will strive to reach more than 70% or increase by more than 5 percentage points on the basis of 2020. The proportion of urban domestic sewage treatment plants with influent biochemical oxygen demand concentration higher than 100 mg/I will reach more than 90%. We will carry out investigation and remediation of potential risks in tailings reservoirs, implement a number of ecological protection and restoration projects, and promote the restoration of ecological functions of rivers and lakes. During the 14th Five-Year Plan period, we will complete the restoration of ecological buffer zones of rivers and lakes with a length of 200 kilometers and wetland restoration (construction) area of 20 square kilometers. Implementation of artificial afforestation, closing hillsides to facilitate afforestation and restoration of degraded forests, focusing on Xixia County, Xichuan County, Neixiang County, Luanchuan County, Dengzhou City and Lushi County to promote rocky desertification control, accelerate the implementation of a number of soil and water conservation projects, and complete 280 square kilometers of soil erosion control during the 14th Five-Year Plan period. We will carry out pilot evaluation of water ecological health in Danjiangkou Reservoir and improve the monitoring network system of aquatic biological resources. We should scientifically select the mode of toilet improvement, strengthen the management and protection in the later period, and promote the harmless treatment and resource utilization of feces. Improve the collection, transportation and disposal system of rural domestic waste, improve the normal cleaning system of village environmental sanitation, and carry out the classification, reduction and resource utilization of rural domestic waste. Rural domestic sewage will be treated according to local conditions, and the treatment system of "county-level government leading, legal entity construction, operation and maintenance, department supervision, and villagers' participation" will be accelerated. Implement the upgrading and transformation of township air stations throughout the province to achieve full coverage of six factors (inhalable particulate matter, fine particulate matter, sulfur dioxide, nitrogen dioxide, ozone, carbon monoxide) monitoring in the province. Five water stations in the Yellow River Basin have the ability of automatic monitoring of heavy metals. Carry out ecological monitoring of Danjiangkou Reservoir and Danjiang River. We will strengthen the supervision of ecological environment protection and the construction of law enforcement teams, continue to carry out law enforcement training activities, build a number of law enforcement training bases, carry out activities to standardize the establishment of comprehensive law enforcement agencies for ecological environment, and strive to meet the equipment standards of municipal law enforcement agencies by the end of 2023 and county-level law enforcement agencies by the end of 2025.
24. Improve the contingency plan of environmental emergencies, strengthen the reserve of emergency materials, improve the team of environmental emergency experts, and compile the "one river, one policy and one map" environmental emergency response plan. We will strengthen joint consultation and information notification on environmental emergency response across provincial, municipal and county river basins, dynamically update joint prevention and control information, and conduct joint emergency drills in upstream and downstream river basins. 4. Safeguard measures
(1) Strengthen organizational leadership. Under the unified leadership of the Provincial Eco-environmental Protection Committee, special working classes were set up to coordinate and promote all kinds of work. Relevant departments should formulate special plans, clarify the division of responsibilities, strengthen coordination and cooperation, and promote the implementation of tasks. All localities should establish working mechanisms, refine implementation plans, and do a good job in organizing and implementing them.
