陕西咸阳建成主城区西区集中供热清洁替代工程、东区应急燃气热源项目。关闭或转型城区中心点外延25公里范围内12家砖瓦黏土企业；实施冀东海德堡、乾县海螺、礼泉海螺、陕西声威建材4家水泥生产企业脱硝、收尘等节能环保设施改造，降低水泥行业污染排放。建成咸阳市大气污染防治综合监管平台、市区工地扬尘智慧监测平台、生物质禁烧监控系统，建成69个镇办空气质量监测系统。
