The meeting was presided over by Liu Zhihui, Secretary-General of Chifeng Building Materials Association, and the contents of the meeting were as follows: In accordance with the Notice of the Department of Ecology and Environment of the Department of Industry and Information Technology of Inner Mongolia Autonomous Region on Strictly Implementing the Normalized Staggered Peak Production of Cement (Nei Gong Xin Ye Jian Gong Zi [2021] No.368), in order to effectively control the total amount of pollutant emissions and curb overcapacity, Supporting industry associations to take the lead in organizing enterprises to carry out "peak staggering production in summer and autumn", in order to further resolve the contradiction of excess capacity in the current cement industry in our city, after extensive consultation with cement clinker production enterprises, on the premise of voluntariness. Chifeng Building Materials Association decided to organize the city's cement production in summer and autumn in 2022. Relevant matters will be notified as follows:
I. Scope
of Implementation All cement clinker (including carbide slag and co-disposal of hazardous wastes and other tasks) production lines in the city.
2. Time arrangement
The peak staggering time in summer and autumn is from July to October, in principle, not less than 40 days. The first peak shifting time is from July 1 to 10, and the remaining peak shifting time is implemented step by step in August, September and October. The kiln shutdown time is 1-10 days per month, and the continuous kiln shutdown time is determined by the enterprise within 10-20 days in principle.
Encourage the areas with excess cement production capacity to appropriately extend the peak staggering time. If carbide slag clinker enterprises cannot shut down the kiln for 40 days according to the above requirements, they shall take the initiative to carry out peak-shifting replacement with non-carbide slag enterprises in accordance with the relevant provisions of the Notice of the Department of Ecology and Environment of the Department of Industry and Information Technology of Inner Mongolia Autonomous Region on Strictly Implementing the Normalized Peak-shifting Production of Cement (Nei Gong Xin Ye Jian Gong Zi [2021] No.368).
3. Principles
(1) Adhere to the principle of "government guidance, association organization and enterprise participation".
(2) Adhere to the principle of reasonable control of clinker inventory, the inventory should be based on 10 days'output, and put an end to the phenomenon of large open-air storage of clinker.
(3) Adhere to the principle of ensuring market supply, adjust the demand for peak staggering time due to product supply during peak staggering period, and support it to the maximum extent.
IV. Work requirements
(I) Each enterprise shall reasonably and scientifically formulate the industrial self-discipline peak-staggering plan according to the actual situation, and report it to the Chifeng Building Materials Association for filing; in case of special circumstances, the peak-staggering production plan may be adjusted appropriately after the approval of the Association.
(2) Strengthen supervision and inspection. The leading group of peak-staggering production of Chifeng Building Materials Association undertakes the functions of supervision and inspection, implements the responsibility of peak-staggering production, establishes the supervision account, and regularly informs the information of clinker inventory, clinker output and kiln shutdown time.
(3) Strengthen accountability. Chifeng Building Materials Association shall give timely feedback to the Municipal Office of Industry and Information Technology, the Department of Ecological Environment, the League Municipal Bureau of Industry and Information Technology and the Bureau of Ecological Environment to enterprises that do not implement the rules and regulations, do not keep faith, practice fraud and do not perform peak staggering production. Those who refuse to make corrections shall be reported to the Municipal Office of Industry and Information Technology and the Department of Ecology and Environment, and shall be blacklisted or listed as serious illegal and dishonest enterprises in accordance with relevant requirements, and joint punishment shall be imposed on illegal and illegal enterprises and their principal responsible persons.
