Recently, the General Office of the People's Government of Inner Mongolia Autonomous Region issued a notice on the 14th Five-Year Plan for Energy Conservation in the Autonomous Region. According to the Notice, during the 13th Five-Year Plan period, 56 key energy-saving projects at the autonomous region level were implemented, and 90 coal-fired power units and 31.24 million kilowatts were completed; The coal consumption of thermal power generation and the average standard coal consumption of coal-fired generating units in the whole region decreased from 314.5 and 337 grams of standard coal/kWh in 2015 to 298 and 321 grams of standard coal/kWh in 2020, with a cumulative decrease of 16.5 and 16 grams of standard coal/kWh respectively. Overcapacity of 68.64 million tons of coal and 3.46 million tons of iron and steel were eliminated, 10.7 million tons of cement clinker production capacity was withdrawn, and 21 substandard coal-fired power units and 332000 kilowatts were eliminated.
The circular pointed out that the traditional extensive development mode and heavy industrial structure have brought severe challenges to the "double control" of energy consumption. The development mode of over-reliance on resource-based industries has not been fundamentally changed, the structural contradictions between heavy, energy-consuming and high-carbonized industries and energy have not been effectively resolved, some regions have not fundamentally got rid of the inertial thinking and path dependence on traditional resource-based industries, and the impulse to blindly launch "two high" projects still exists. It brings severe challenges to the work of "double control" of energy consumption in the 14th Five-Year Plan.
The Notice requires that by 2025, the "double control" management system of energy consumption will be more sound and powerful, the energy utilization efficiency will be greatly improved, and the energy efficiency of key industries will strive to reach the advanced level in China; the green low-carbon circular development economic system will be initially formed, the green production and lifestyle will be fully promoted, and the green low-carbon transformation of economic and social development will take a major step. The energy consumption per unit of GDP of the whole region will be reduced by 15% compared with that in 2020, so as to ensure the completion of the basic target issued by the state and strive to achieve the incentive target; the total energy consumption will be controlled within a reasonable range, laying a solid foundation for achieving the carbon peak before 2030.
1. Resolutely curb the low-level and blind development
of "two high" projects 1. Strictly control the new capacity of "two high" industries. During the 14th Five-Year Plan period, In principle, the whole region will no longer examine and approve coke (semi-coke), calcium carbide, polyvinyl chloride (PVC), synthetic ammonia (urea), methanol, ethylene glycol, caustic soda, soda ash (except for the encouraged projects in Inner Mongolia in the Catalogue of Encouraged Industries in the Western Region (2020 edition)), ammonium phosphate, yellow phosphorus, cement (clinker) , New capacity projects such as flat glass, graphite electrodes with ultra-high power below 600 mm, iron and steel (projects that have entered the stage of public announcement of capacity replacement and restricted withdrawal from replacement shall be implemented in accordance with national regulations), ferroalloy, electrolytic aluminium, alumina (except alumina extracted from high-alumina fly ash), sapphire, etc. If it is really necessary to build, we should implement the requirements of reducing production capacity and energy consumption indicators in accordance with the principle of "reduction and substitution". New virtual currency "mining" projects are strictly prohibited. If the relevant policies of the follow-up state and autonomous region have been adjusted to curb the blind development of the "two high" projects, they shall be implemented in accordance with the latest regulations and requirements.
2. Improve the access standards of "two high" projects. On the premise of meeting the requirements of "double control" of energy consumption and carbon emission intensity control in the region, the technology and equipment of new construction, reconstruction and expansion of "two high" projects must reach the advanced level in China, and the design energy efficiency of main products must reach the advanced value of the national energy consumption quota standard per unit product or the advanced level of the same industry. Iron and steel, electrolytic aluminum, ferroalloy, coke, calcium carbide, PVC, cement (clinker), caustic soda, soda ash, synthetic ammonia (urea) and other projects shall strictly implement the National Opinions on Promoting Energy Conservation and Carbon Reduction in Key Areas with Strict Energy Efficiency Constraints (FGIC [2021] No.1464). Energy Efficiency Benchmarking Level and Benchmark Level in Key Areas of High Energy-consuming Industries (2021 Edition) (FGIC [2021] No.1609) and the Autonomous Region's Provisions on Improving Access Conditions for Construction Projects in Some Industries (Nei Gong Xin yuan Gong Zi [2019] No.454), Several Provisions on Further Standardizing the Construction of Chemical Industry Projects (Nei Gong Xin yuan Gong Zi [2019] No.269).
3. Strict access management of "two high" projects. Establish a pre-approval evaluation system for the proposed "two high" projects. Before the approval and filing of the proposed "two high" project, it is necessary to assess the impact of "double control" of energy consumption and high-quality development in the region; before the approval of environmental assessment, it is necessary to assess the impact of environmental quality in the region. Projects that do not meet the requirements of national and autonomous region industrial planning, industrial policy, "three lines and one single", planning environmental assessment, capacity and energy consumption replacement, total pollutant discharge control and regional reduction will be resolutely suspended.
4. Implement the list management of "two high" projects. The "list + responsibility system" management is fully implemented for the "two high" projects (enterprises) under construction, proposed construction and stock. Adhering to the principle of "fixing production by energy and acting by energy" and taking measures according to the situation, we should adopt such disposal methods as "rectifying a batch, suspending construction (postponing construction) a batch, reducing construction scale) a batch, transforming (improving energy efficiency) a batch, terminating a batch, and restricting (energy budget indicators) a batch" to promote the rectification of "two high" illegal projects. Promote the classification and disposal of "two high" projects that do not meet the requirements, and promote the implementation of the responsibilities of energy-saving transformation of "two high" enterprises in stock, eliminating backward and eliminating excess capacity. Strictly prohibit the construction and operation of "two high" projects in violation of regulations, and resolutely win the "two high" projects that do not meet the requirements.
2. Comprehensively strengthen energy conservation and consumption reduction
in key areas, take the development of resource-saving and environment-friendly industries as an important focus of transformation and upgrading, adhere to the priority of conservation, improve the efficiency of industrial energy utilization, promote enterprises to reduce consumption and increase efficiency, and accelerate the formation of green intensive production mode. We will vigorously promote energy-saving technological transformation and strengthen technological energy conservation. Focusing on high energy-consuming industries such as chemical industry, iron and steel, non-ferrous metals, building materials , coking and coal chemical industry, we will comprehensively carry out energy-saving diagnosis and energy efficiency assessment. Energy saving and carbon reduction in
cement enterprises is not only a matter of cost, but also a matter of life and death! A wave of times centered on improving the utilization rate of resources and establishing and improving the green low-carbon cycle development economic system is rolling in!
