1. Why do you want to write this article

? Over the years, I have taken a break from my busy schedule and cared about the past events I have experienced. Naturally, I also read some monographs and interviews on the development of China's cement industry, but some articles in the last ten years always feel like a lump in the throat after reading. As a former member of Lunan Cement Plant, I have experienced 20 years and accumulated some materials because of the nature of my work and personal hobbies. In a twinkling of an eye, I have been away from Lunan Factory for 13 years. Now, as a bystander, it is necessary to write down the past events of the 1980s and 1990s, so that more people can know about them, which is also the original face of history. Otherwise, we can not comfort our hearts, nor can we comfort those who have struggled at the foot of Mashan Mountain and along the boundary river, who have paid their youth, years, wisdom, blood, sweat and even tears and lives for the localization of the new dry process. Whether it is the venerable who has passed away, or the elder who has taken care of himself, or the brothers and sisters who are still working inside and outside the industry, that is our common years and memories.

2． The history

of Lunan Cement Plant can be said to be a microcosm of the history of China's reform and opening up. After the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China, in order to meet the requirements of economic development and modernization, in the early 1980s, the two levels of government in Shandong Province actively strived to revitalize the local economy, eager for some large enterprises and projects of the country to land in the area under their jurisdiction and make use of their own resource advantages. He wanted to build a modern factory with an annual output of more than one million tons of high-grade cement in southern Shandong. This is in line with the idea of the national building materials authorities to actively promote the localization of the new dry process, that is, the technology and equipment should be in line with the world's advanced technology, and the key is to take the road of localization. The competent department of building materials in Shandong Province is also thinking about upgrading the industry and how to turn the large cement province with small cement into a strong cement province. Therefore, the joint efforts of all parties can be described as the right time, the right place and the right people. The whole process lasted several years. For this construction project, many leaders of the State Building Materials Bureau, Shandong Provincial People's Government, Zaozhuang Municipal People's Government and Shandong Provincial Building Materials Bureau have devoted a lot of effort.

After the investigation of local resources and environment by experts, according to the needs of economic construction and development and the layout of cement enterprises, the state finally decided to build such a localized modern cement enterprise in Jiehe Town at the junction of Teng County and Zou County in Shandong Province. Enterprises should strengthen management and reform, revitalize morale, ensure the operation rate of large kilns, and realize the early completion of the project through national acceptance as the core. Perhaps it was because I was young, simple, working overtime, working under difficult conditions, and still very happy. I often think of those energetic and ambitious years, and I often think of those days when I reported success and issued monthly overproduction awards. In this sense, the participation of Lunan Cement has created a very grand space for the transformation and development of Zhongxin Group, and the mission of Zhonglian Cement has become more specific and closer to the reality of enterprises and industries.

This status was unusual for a cement enterprise in that era, which shows how much importance it attached to it. Of course, all this can not be separated from the concern and support of Party committees, governments and industries at all levels. Similarly, Lunan Factory has made contributions to the localization of new dry France, which can not be separated from the unity and cooperation of all units and participants in the whole chain of design, manufacture, construction, installation and commissioning, and from the trust and encouragement of leaders at all levels. Frankly speaking, it is inseparable from the efforts and struggles of generations of Lunan people. Looking back now, it can be said that wind and rain are accompanied by sunshine, suffering and brilliance go together.. In the course of the development of Lunan, a number of heroes and outstanding teams have emerged, which are the source of power for Lunan. The capital construction of Lunan Cement Plant can not and should not obliterate the achievements of Qin Xiuwei and other generations, just as the achievements of Xiao Yuezhang and other generations can not and should not be obliterated. This is a spirit and a kind of inheritance devoted to the localization of the new dry France. For a considerable period of time after the new dry process site meeting in 1995, the new dry process domestic production line has been built one after another, and many factories across the country have sent personnel to Lunan Factory for internship. In recent years, I often meet many people who have been to southern Shandong in those years, and I often mention the people who are familiar with each other, as well as the places they are familiar with, such as Tanglou, Sunlou, Haozailai, and the unforgettable sheep soup, sesame cake and spicy chicken in Tengzhou.

If you know the development of China's cement industry in the past twenty or thirty years, you will certainly admit that Lunan Cement Plant has trained a large number of management and technical personnel for the industry. At the beginning of the construction of Lunan Plant, the management and technical backbones of the cement industry in 28 provinces and municipalities across the country were transferred to this enterprise. It should be said that the cement enterprises across the country provided talents for Lunan in that year. Then every year, a group of college graduates, together with all kinds of young people who entered the factory at that time, honed and grew up in southern Shandong, and finally fed back the industry. This is the most proud of Lunan people: In 1995, Tan Zhongming, then the first deputy factory director, was promoted from here to be the director of the production department of the State Bureau of Building Materials; in 1999, Cui Xingtai, then the factory director, arrived at China United Cement from here. Zhang Jindong and Sui Yumin, the current vice presidents of China National Building Material Co., Ltd., and Liu Jibin, the president of Qilianshan Cement Co., Ltd., have served as the general manager, executive deputy general manager and deputy general manager of Lunan Company after restructuring since 2000. Heard that today's Lunan's two lines, which later reached 2500 tons of technical transformation, are also included in the plan of capacity replacement and upgrading. I sincerely wish that Lunan will achieve better results in the hands of the new generation of Lunan people. At that time, the scale of Lunan was 1.3 million tons, with more than 2000 employees, together with family members and children, and four or five thousand permanent residents in the first living area. This is a specific situation in a specific era. The living area of Lunan Cement Plant has become a small society, with schools, hospitals, nurseries, radio, newspapers, television stations, shops, refrigerators, gas stations, cinemas, halls, clubs, and so on. We can't use today's conditions to criticize yesterday. Looking back on history and commenting on history, if we leave the specific historical environment and historical background at that time, it is wise after the event. History has never had any hypothesis, no if, no chance, only the past, only the result, only the necessity. History should not fall into nihilism without truth, nor should it become a pragmatism that can be distorted and fabricated at will to serve its own use today. After all, there are many people who have experienced it, and we should believe in the memories of countless people who have experienced it, not to mention that there are so many files and materials. If we do not have a realistic attitude, lose the basic objective fairness, and write history only with personal likes and dislikes and closeness and distance, we can only make people laugh.
