会上，国务院发展研究中心宏观经济研究部研究员张立群以《着力扩大内需，加快构建新发展格局——2021年宏观经济形势分析与两会精神解读》为题展开了精彩演讲。他表示，当前世界经济增长持续放缓，世界大变局加速演变的特征更趋明显，全球动荡源和风险点显著增多。中国经济在疫情冲击下表现了强大韧性和充沛的增长动能，是全球唯一实现经济正增长的主要经济体。预计中国经济国内大循环将全面畅通，中国经济将进入市场需求全面恢复带动下的持续回升轨道，2021年经济增长率将达到8%以上。
