近日，山东省工信厅、发改委、自然资源厅、生态环境厅、市场监管局等五个部门联合印发《全省水泥行业淘汰落后产能工作方案》。
总体目标：全面清理整顿水泥行业建成产能，全面关停退出2500吨/日及以下水泥熟料生产线和3.2米及以下水泥磨机，大幅压减低效落后产能，推动全省水泥行业结构持续优化。
产能置换：要求水泥熟料，不同时期项目适用相应产能置换政策； 水泥粉磨，根据产能过剩行业不得新增产能的要求，水泥粉磨产能置换比例应不低于1：1。
