1. Adhere to and improve the double control system

Control the construction scale of the data center in a reasonable and orderly manner, and strictly prohibit new virtual currency mining projects.

iron and steel: all pig iron blast furnaces for steelmaking with an effective volume of less than 1,200 cubic meters, steelmaking converters with a nominal capacity of less than 100 tons, and electric arc furnaces with a nominal capacity of less than 100 tons (50 tons of alloy steel) shall be withdrawn by the end of 2023 in principle; capacity replacement may be implemented according to national standards if the conditions are met.
Ferroalloy: Submerged arc furnaces of 25,000 KVA and below (except for medium-low micro-carbon ferrochrome, medium-low carbon silicon-manganese, medium-low carbon ferromanganese, low-titanium ferrochrome, silicon-calcium-barium-aluminum, rare earth alloy, silicon-zirconium, silicon-barium (manganese) zirconium and special ferroalloy containing tungsten and vanadium), all of which will be withdrawn by the end of 2022 in principle; 1.
Calcium carbide: submerged arc furnaces with 30000 below kilovolt-ampere can be withdrawn by the end of 2022 in principle; 1.
Coke: the height of the coking chamber is less than 6.0 meters, and the height of the coking chamber is less than 5.
Graphite electrode: ordinary power and high power graphite electrode pressing equipment, roasting equipment and production line. In principle, the production line of graphite electrodes with a diameter of less than 600 mm (excluding) will be withdrawn by the end of 2021.
Thermal power: the pure condensing coal-fired power generating units with a single unit of 50,000 kilowatts and below, the pure condensing coal-fired power generating units with a single unit of 100,000 kilowatts and below within the coverage of the large power grid, and the pure condensing coal-fired power generating units with a single unit of 200,000 kilowatts and below within the coverage of the large power grid, which do not meet the conditions for heating transformation, will be withdrawn in principle by the end of 2023.
Virtual currency mining: completely clean up and shut down virtual currency mining projects, and all of them will be withdrawn by the end of April 2021.
10。 We will accelerate the pace of energy-saving technological transformation in key energy-intensive industries.From 2021 to 2023, we will focus on the implementation of energy-saving technological transformation for key energy-consuming enterprises in high-energy-consuming industries such as iron and steel, electrolytic aluminium, ferroalloy, calcium carbide, copper, lead and zinc, chemical industry and building materials. After the transformation, the energy consumption per unit product will reach the advanced value of the national energy consumption quota standard.
3. Guiding the rational flow
