各县（市、区）发展改革委，高新区、伊滨经开区经发局，市直相关委局：
2021年洛阳市第一批重点建设项目名单已经市政府同意，现予印发。第一批重点建设项目共519个，总投资5598亿元，2021年度计划投资1946亿元，其中新开工项目273个，续建项目226个，前期项目13个，跨境项目7个。
在519个重点项目中省重点项目142个，总投资2754亿元，2021年度计划投资820亿元。（以上投资均不包括前期及跨境项目）
其中，水泥行业两个项目在列：洛阳中联水泥智能化及绿色化改造项目、新安海中环保利用水泥窑协同处置固废项目。
