Inner Mongolia Autonomous Region: Promoting Deep Cooperation between Carbide Slag Cement and Traditional Cement Enterprises

Recently, the Department of Industry and Information Technology of Inner Mongolia Autonomous Region organized a symposium on peak staggering production of cement clinker enterprises produced by carbide slag. Alxa League, Ordos City, Wuhai City Bureau of Industry and Information Technology, carbide slag cement enterprises in the above-mentioned League cities, and more than 30 persons in charge of traditional cement enterprises participating in capacity replacement in 2019-2020 attended the meeting. The meeting briefed on the capacity replacement between carbide slag cement enterprises and traditional cement enterprises in 2019-2020 and the implementation of peak staggering production in 2019-2020, listened to the difficulties and problems existing in the process of participating in peak staggering production by carbide slag enterprises, and put forward the next solutions to the problems. On the premise that the Ministry of Industry and Information Technology and the Ministry of Ecology and Environment will soon introduce the production of cement at staggered peak,

the symposium will plan ahead for the production of cement enterprises at staggered peak in the heating season of 2020-2021, and promote carbide slag cement enterprises and traditional cement enterprises to take staggered peak production as an opportunity to further enhance understanding, promote mutual in-depth cooperation and avoid vicious competition. Jointly maintain the order of the industry and achieve win-win and coordinated development. The representatives of carbide slag cement enterprises and traditional cement enterprises exchanged the difficulties and problems in the operation process respectively, and put forward suggestions on promoting the exchange and cooperation of enterprises.

The meeting pointed out that the policy of peak staggering production is a good policy for the structural reform of the supply side of the cement industry, and any enterprise must strictly implement it. According to document No.34 issued by the State Office [2016], the reform task of "capacity utilization rate returning to a reasonable range" has not been fully completed. Although 11.15 million tons of clinker production capacity have been transferred out during the 13th Five-Year Plan period, the situation of low utilization rate of clinker production capacity in Inner Mongolia, large loss of enterprises and difficult survival of enterprises is still grim. In combination with the spirit of this meeting, the Office of Industry and Information Technology of the Autonomous Region will continue to promote in-depth cooperation between PVC enterprises and traditional cement enterprises, study and formulate the plan of cement peak staggering production in the heating season of 2020-2021, and effectively promote in-depth cooperation and win-win cooperation between carbide slag cement enterprises and traditional cement enterprises.
