In order to strictly implement the task of the state and the autonomous region to further strengthen the dual control of total energy consumption and intensity, in accordance with the spirit of the relevant documents of the state and the autonomous region, with the consent of the people's government of the autonomous region, the electricity price policy and the electricity market transaction policy of some industries are adjusted. Relevant matters are hereby notified as follows:

I. Adjustment of electricity price policies

for some industries (I) From February 10, 2021, the electricity price policy of 3.39 cents per kilowatt hour for basic electricity charges of electrolytic aluminum industry in West Inner Mongolia will be cancelled, and the inverted ladder transmission and distribution price policy of West Inner Mongolia Power Grid will be cancelled.

(2) Since February 10, 2021, self-owned power plants have paid policy cross-subsidies according to self-generated electricity consumption, and the levy standards of Mengxi and Mengdong power grids are 0.01 yuan and 0.02 yuan per kilowatt hour (including tax), respectively.

(3) Continue to implement the ladder tariff policy for electrolytic aluminium, cement and iron and steel industries, and strictly implement the energy consumption standards and price increase standards in 2021 in accordance with the state regulations. In 2022 and 2023, the industry and telecommunications departments of the autonomous region will study and formulate more stringent energy consumption standards, and the development and reform departments of the autonomous region will clarify the price increase standards, which will be increased by 30% and 50% respectively on the basis of the current level. According to the list of enterprises (production equipment) whose energy consumption per unit product exceeds the standard verified by the industry and information department of the autonomous region and the price increase standard published by the development and reform department of the autonomous region, the power grid enterprises charge the price increase according to the production electricity consumption (including market-oriented trading electricity) of the enterprises (production equipment).

(4) In strict accordance with the provisions of the State, the differential electricity price policy shall be implemented for the eight industries of electrolytic aluminium, ferroalloy, calcium carbide, caustic soda, cement , iron and steel, yellow phosphorus and zinc smelting. In 2021, the levy standard is 0.1 yuan per kilowatt-hour for the restricted category and 0.3 yuan per kilowatt-hour for the eliminated category (0.4 yuan per kilowatt-hour for cement and 0.5 yuan per kilowatt-hour for steel). In 2022 and 2023, the differential tariff increase standard will be increased by 30% and 50% respectively on the basis of the current level. Since the second quarter of 2021, the industry and telecommunications departments of the autonomous region, in conjunction with the relevant departments, have screened the list of eliminated and restricted enterprises (production equipment) listed in the backward production capacity of the autonomous region in the current year in accordance with the industrial policies of the state and the autonomous region. According to the list of enterprises (production equipment) published by the industry and information department of the autonomous region and the price increase standard published by the development and reform department of the autonomous region, the power grid enterprises charge the price increase according to the electricity consumption (including market-oriented trading electricity) produced by the enterprises (production equipment).

2. Adjustment of electricity market trading policies

in some industries (1) Since February 10, 2021, the backward production capacity of relevant industries included in the scope of elimination required by the autonomous region will not participate in electricity market transactions. If part of the production equipment of the power user is within the scope of elimination and the electricity consumption can be measured separately, the electricity quantity of the eliminated equipment will not participate in the electricity market transaction; if part of the production equipment of the power user is within the scope of elimination but the electricity consumption cannot be measured separately, the trading institution shall determine the proportion of the electricity quantity that the relevant power user can participate in the electricity transaction according to the specific conditions such as the product output of the enterprise and the capacity of the electrical equipment.

(2) In 2021, power consumption enterprises with annual electricity consumption of more than 1 billion kilowatt-hours in West Inner Mongolia and power users of strategic emerging industries in the autonomous region can participate in annual electricity trading. Power consumption enterprises that meet the annual trading conditions and have already carried out monthly transactions in 2021 shall organize electricity transactions for the remaining months of the year from the next month when the enterprises apply.

(3) Large data centers, new photovoltaic materials and applications (monocrystalline silicon, polycrystalline silicon, crystal slices, components, etc.), new rare earth materials and applications, semiconductor materials (electronic grade crystal materials, silicon carbide, etc.), production power and new energy vehicle charging stations, 5G base stations (including supporting computer rooms, core hub computer rooms) in line with industrial policies. Electricity consumption for facilities such as electric heating is included in the priority trading scope. Sapphire, carbon fiber, graphite electrode and other industries will no longer implement the above electricity trading policy.

All levels of development and reform, industry and telecommunications departments and power supply departments shall conscientiously implement the policy adjustment measures specified in this circular, and the existing policies that are inconsistent with this circular shall be implemented in accordance with the provisions of this circular.
