这次竞标的对手包括一些水泥公司和私人股民和基金持有者。为增加竞标实力，各竞争对手也纷纷达成了战略联盟：德国海德堡水泥公司已和巴西水泥制造商Votorantim Cimentos达成统一战线；西麦斯公司也和爱尔兰建材商CRH形成联盟。欧洲水泥集团Eurocement也加入到这个联盟队伍。
这次竞标实际是Aditya Birla集团战略扩张计划的一部分为，旨在提高水泥产能，实现年产能由目前的6300万吨上升到2016年初的7000万吨的目标。
Aditya Birla集团 53% 的收入来自于印度以外的业务。该集团在 36 个国家都开展了水泥业务。据内部人士透露，为了避免垄断局面的出现，Aditya Birla集团在印度等一些国家的竞标计划可能要宣告失败。
