On March 3, Zhong Baoshen, deputy to the National People's Congress and chairman of Longji Green Energy, was interviewed by several media. During the two sessions, he will put forward a number of suggestions based on the development status and problems of the photovoltaic industry.
Zhong Baoshen suggested that we should strengthen the development of independent innovation and original technology in the photovoltaic industry, guide enterprises to shift from capacity competition to technology competition, support the development of "industrial chain owners" and "ecological circle owners", promote enterprises to jointly tackle key technical problems with universities and R & D institutions, and promote the formation of collaborative innovation ecology upstream and downstream of the industrial chain; Support leading enterprises to take the lead in formulating industry and international standards, improve the standard system of carbon footprint accounting, and increase the promotion of building integrated photovoltaic.
In view of the "involution" price competition caused by the current capacity imbalance in the photovoltaic industry, which seriously restricts the development of high-quality innovation in the industry, Zhong Baoshen suggested that according to the different characteristics of each link in the industrial chain. Take technical quality standards as the starting point to classify and implement measures to standardize the competition order:
the technology and process of silicon materials and wafers are mature, and the product performance is similar, so energy consumption control should be taken as the core . Improve and dynamically upgrade the unit product energy consumption quota standards and pollutant emission standards, require enterprises that fail to meet the standards to rectify within a time limit, and eliminate those that still fail to meet the standards after rectification; establish a technical classification and dynamic management mechanism for battery links , and improve and dynamically adjust reasonable market access standards; Strengthen quality and safety supervision in component links , strengthen industry self-discipline and price monitoring, strictly investigate and punish unfair competition such as low-price dumping, and effectively standardize market order.
Zhong Baoshen suggested that we should draw lessons from the risk supervision logic of the "three red lines" in the real estate industry, establish a rating standard for the sustainability of photovoltaic enterprises, and focus on monitoring the financial indicators of enterprises such as asset-liability ratio, net debt ratio and short-term debt repayment ability after excluding advance receipts, so as to ensure the sustainability of photovoltaic enterprises. Implement financing constraints on enterprises that fail to meet the standards. Effectively guide photovoltaic enterprises to reduce leverage in an orderly manner, standardize financial operations, and prevent and resolve capital chain risks. At the same time, we should encourage industry mergers and reorganizations , enhance industry concentration, persist in supporting the superior and limiting the inferior, optimize the market competition ecology, and ensure the stable operation order of the industry.
In promoting the integration of photovoltaic and building and public facilities, in view of the lack of safety management and control system and the disconnection of standards, Zhong Baoshen suggested that compulsory safety access standards should be improved and a similar 3C certification mechanism should be set up; Establish a cross-sectoral standard coordination mechanism, refine the technical requirements for fire prevention, wind prevention and water prevention, and ensure that the photovoltaic system has the same life as the building (more than 25 years); strengthen the whole life cycle supervision; give priority to the layout of demonstration projects in public institutions.
In view of the bottleneck of photovoltaic utilization rate falling to 94.8% in 2025, Zhong Baoshen suggested that the responsibility of green power consumption should be extended to key energy-using industries and a minimum proportion of red lines should be set up; Deepening the linkage of "green certificate- carbon trading ", establishing green certificate as the sole certificate of environmental rights and interests, promoting international mutual recognition of China's green certificate, and making green value truly closed-loop.
He suggested that we should vigorously promote the large-scale application of green power direct connection and the integration of source, network, load and storage , establish a cross-regional benefit feedback mechanism, avoid the contradiction of "energy enclave"; reasonably verify the network fee, clean up unreasonable charges; Promote the construction of physical traceability technology system of green power direct connection, clarify the corresponding rules of direct connection load in combination with hourly measurement, and provide technical basis for green power accounting under international mechanisms such as CBAM (European Union Carbon Border Adjustment Mechanism); Improve the measurement system of "direct connection + energy storage/green hydrogen", clarify that hydrogen production from green electricity is included in the consumption, establish the accounting rules of green attributes in the whole process of "electricity-hydrogen-electricity", and open up the value chain.
In addition, in terms of rural photovoltaic development, in view of the chaos of false publicity and inferior installation in the rural photovoltaic market, Zhong Baoshen put forward four suggestions: implement the power grid consolidation project to break the bottleneck of consumption; establish the income guarantee mechanism to stabilize the long-term expectations of farmers; strengthen the supervision of the whole process and support the mode of "village collective self-supporting power station"; Promote the "high quality + all-round guarantee" model, so that photovoltaic can become a "golden asset" that can last for 30 years.
