Shenzhen Shangyue Decoration Design Engineering Co., Ltd. forged the Project Contract and borrowed the business license and construction qualification of Shenzhen Puheng Construction Co., Ltd. to file the small-scale project below the quota at the Jixiang Community Workstation of Longcheng Street Office. The project type is the second-level project. On November 11, 2025, Shenzhen Longgang District Small Scattered Project Safety Production Record Registration Receipt and Small Scattered Project and Sporadic Operation Commencement Order were obtained, and the project was started the next day. It is planned to be completed on May 10, 2026, with an investment of 100,000 yuan.
It is reported that Shenzhen Shangyue Decoration Design Engineering Co., Ltd., established on August 12, 2021, is registered in Bagualing Industrial Zone, Futian District, Shenzhen, and is engaged in professional design services, residential interior decoration and decoration, and various engineering construction activities. After investigation, the company has not obtained the construction qualification of building decoration and decoration engineering.
Shenzhen Puheng Construction Co., Ltd. was established on June 6, 2023, and its registered address is Yaofengtong Industrial Park, Longhua District, Shenzhen. It has the qualification certificate of the second-level construction enterprise for professional contracting of building decoration and decoration engineering, and has obtained the Safety Production License. On December 10,
2025, the contractor Xie Mouhua hired Yue Moubing and Zou Mouyong to form a working team. At about 1400 hours on January 5, 2026, casual workers Yue Moubing and Zou Mouyong poured concrete on the third floor of the villa involved, preparing to set up the template of the fourth floor staircase rest platform. Yue Moubing and Zou Mouyong found two demolished and abandoned wooden squares from the villa and set them up on the third floor staircase shaft. They stood on two wooden squares and laid out lines. Project leader Shao Mouhua found that Yue Moubing and Zou Mouyong did not wear safety helmets during the inspection, reminding them to wear safety helmets for construction. According to the investigation of the accident, the investigation team put forward the following opinions on the identification and investigation of the responsibility of the accident unit and the relevant personnel:
