On August 22, the official of China Photovoltaic Industry Association issued a micro-release on " Further Strengthening Industry Self-discipline". Jointly safeguard the photovoltaic market order of fair competition and survival of the fittest. Enterprises in the photovoltaic industry are required to strictly abide by relevant laws and regulations, and resolutely resist vicious competition at prices below cost; power plant enterprises optimize bidding rules, reduce price weight, and improve technical evaluation weight.

Photovoltaic industry is a strategic emerging industry with global leading advantages in China, and it is an important force to fully implement the goal of "carbon peak and carbon neutrality". Recently, due to various complex factors, the contradiction between supply and demand in the industry has become prominent, and the disorderly competition in the market has intensified, which has seriously hindered the process of high-quality development of the industry. Comprehensive rectification of "involution" competition is related to the overall situation of national and industrial development. The photovoltaic industry will resolutely implement the decision-making and deployment of the Party Central Committee and the State Council, earnestly strengthen industry self-discipline, and jointly safeguard the market order of fair competition and survival of the fittest. China Photovoltaic Industry Association hereby puts forward the following proposals:
1. Enterprises strictly abide by the Price Law of the People's Republic of China, the Anti-monopoly Law of the People's Republic of China, the Tendering and Bidding Law of the People's Republic of China, the Anti-Unfair Competition Law of the People's Republic of China and other laws and regulations. Firmly resist vicious competition at a price below cost. Power plant enterprises optimize bidding rules, reduce price weight and improve technical evaluation weight .
II. The enterprise adheres to the bottom line of quality and safety, strictly implements relevant quality standards, and puts an end to such behaviors as jerry-building, shoddy products, false power labels, etc., which sacrifice product performance and reduce product quality.
III. Enterprises shall reasonably arrange production according to the actual situation of market supply and demand, strengthen the connection between production and marketing, and resolutely resist the acts of blindly expanding production and increasing production in violation of the laws and regulations of the market economy and aggravating the deterioration of the market ecological environment.
IV. The enterprise shall strictly abide by the relevant laws and regulations on intellectual property protection and shall not infringe upon the intellectual property rights of others.
Fifth, adhere to innovation-driven , and shift from homogeneous and inefficient competition to high-quality and high-level competition.
VI. The Company adheres to the concept of legal compliance and mutual benefit, rationally plans overseas investment and market layout, strictly abides by international rules and market order , strengthens international cooperation through technology, service and brand advantages, and resolutely maintains the good international image of China's photovoltaic industry.
At the same time, we also actively appeal to local governments to strictly implement laws and regulations such as the Anti-monopoly Law of the People's Republic of China, the Regulations on Fair Competition Review and the relevant policy documents on the construction of a unified national market, standardize the behavior of attracting investment, and prevent acts that hinder the clearance of production capacity;
Inspection, certification and measurement institutions should enhance their own capabilities, strengthen the construction of integrity system, be fair and impartial, earnestly fulfill their quality monitoring responsibilities, and jointly promote the integrity management, standardized development and quality upgrading of the industry;
All kinds of media organizations adhere to the correct political direction and public opinion guidance, do not maliciously hype and distort the facts, verify the sources of information in many ways, report rationally and objectively, so as not to lose direction and accuracy;
financial institutions strengthen industry confidence, formulate differentiated financial support policies, support the superior and the strong, and avoid taking measures such as "one size fits all". Efforts should be made to jointly create a development environment conducive to the industry entering a benign operation track. It
is hoped that the whole industry will make concerted and coordinated progress, promote standardization with self-discipline, seek long-term development with responsibility, jointly maintain a healthy and orderly market environment, build a win-win ecosystem of cooperation in the whole industry chain, and take a high-quality and sustainable development path.
