. China's photovoltaic industry is facing unprecedented challenges and complex changes. The "involution" competition brought about by the periodic mismatch between supply and demand has led to large-scale sustained losses in the industry, and the rising trend of international trade protectionism has become more and more obvious, which has brought great uncertainty and the biggest risk in the history of China's photovoltaic industry chain. In order to further consolidate the consensus of the industry, pool the strength of all parties and promote the high-quality development of China's photovoltaic and energy storage industry, the Organizing Committee of the 8th China International Photovoltaic and Energy Storage Industry Conference in 2025 jointly organized more than 30 research institutes of universities, more than 50 leading enterprises of photovoltaic and energy storage, and more than 100 global industry media. Solemnly put forward the following proposals:
First, deeply understand the strategic significance of anti-involution and gather consensus
on high-quality development. "Involution" competition is not the normal market, but a short-sighted behavior that breaks through the bottom line of competition and disrupts the market order, which not only damages the living space of enterprises themselves, but also threatens the strategic security of the national new energy industry. For the first time at the national level, "anti-involution" has been written into the top-level design, which is to guide the industry to return to the right path of "high quality and sustainability". The whole industry should clearly realize that anti-involution is not to refuse competition, but to advocate fair and orderly value competition; it is not to stick to the status quo, but to promote higher quality innovation and development. Only by abandoning the zero-sum game of "price competition" can we lay a solid foundation for the sustainable development of the industry.
2. Focusing on the core of technological innovation and driving the energy level leap
of the optical storage industry is the hardest "moat" of the optical storage industry. Optical storage enterprises should increase R & D investment, focus on breakthroughs in key areas, and build a "moat" of independent intellectual property patents. Promote the optimization of production capacity structure, avoid homogeneous low-end expansion, accelerate the upgrading and transformation of high energy consumption and low efficiency equipment, improve production efficiency with digital and intelligent technology, and realize the transformation of "innovation, quality and service".
Third, build a coordinated development ecosystem, strengthen industry self-discipline and co-governance
, actively promote win-win cooperation between upstream and downstream of the industrial chain, establish a fair trading mechanism, and ensure reasonable returns on all links. We should strengthen the exchange and sharing of industry information, guide enterprises to make rational decisions, and avoid blind expansion and duplication of construction. Supporting industry associations to play a bridge role, promoting the establishment of industry standards and access thresholds, so that production capacity lacking core technology and relying on low-price competition can withdraw from the market in an orderly manner.
Fourth, the coordinated development of the whole industry chain promotes the "high-quality going to sea"
of optical storage, relying on the whole industry chain ecology of China's optical storage covering R & D, manufacturing, application and service, and forming the global competitiveness of the "China Plan" through technological collaborative innovation, standard system co-construction and service network sharing. Export the concept of green energy development with efficient and reliable system solutions, strengthen the innovation of localized services and business models, enhance the recognition of the international market, and truly realize the "high-quality sea" of China's optical storage.
Fifth, to unite the efforts of the society and jointly build a high-quality development benchmark
to break the "involution" competition in the photovoltaic industry , in the country, in the industry, in the enterprise, in China's economic development and the world's energy transformation, and in the building of a community of human destiny. It is an important and far-reaching thing. Government departments should strengthen policy guidance, industry associations should build bridges, standardize self-discipline, and enterprises should adhere to ingenuity and innovation. All parties should work together to create a fair, orderly, open and inclusive atmosphere, and jointly build the photovoltaic industry into a model benchmark for high-quality development, so as to help China's economy develop healthily and steadily. If the
industry is prosperous, the enterprise will be prosperous, and if the industry is strong, the country will be strong. We firmly believe that with the joint efforts of the government, associations, industries, enterprises and other social parties, China's solar storage industry will be able to get out of the "involution" competition dilemma; China's solar storage industry will contribute more to the national energy security, high-quality economic development, green low-carbon transformation, and the realization of the "double carbon" goal.
