Shandong Cement Industry Ultra-low Emission Transformation, Consolidation and Upgrading Plan (Draft for Comments) Released

On June 19, the Department of Ecology and Environment of Shandong Province publicly solicited the "Consolidation and Upgrading Plan for Ultra-low Emission Transformation of Cement Industry in Shandong Province (Draft for Opinions)". The

plan proposes to promote the implementation of ultra-low emission transformation of cement clinker production enterprises (including mines) and independent grinding stations (including cement enterprises producing special cement and co-processing solid waste).

By the end of 2025, the existing cement enterprises will complete the organized and unorganized ultra-low emission transformation, and strive to complete the clean transportation transformation of 50% of the cement clinker production capacity;

by the end of 2026, the existing cement enterprises will complete the ultra-low emission transformation of the whole process. When the newly-built (including relocation) and expanded cement enterprises

in the whole province are put into operation, they should fully realize ultra-low emission and reach the A-level of environmental protection performance. Cement enterprises or facilities

listed in the phase-out plan no longer require the implementation of ultra-low emission transformation.
