Li Chao, spokesman of the National Development and Reform Commission, said that steel, oil refining, synthetic ammonia, cement and other industries are important industries of the national economy, as well as key industries of energy consumption and carbon dioxide emissions. According to preliminary estimates, the energy consumption and carbon emissions of the four industries account for about 20% and 30% of the national total, respectively. Moreover, 15% of crude steel production capacity, 15% of oil refining capacity, 11% of synthetic ammonia production capacity and 16% of cement production capacity have not yet reached the benchmark level , and these industries have great potential for energy saving and carbon reduction.
According to the data of China Cement Network, by the end of 2023, the total production capacity of cement clinker in China was 1.803 billion tons, which means that the energy efficiency of 288 million tons of production capacity has not yet reached the benchmark level. A
few days ago, the National Development and Reform Commission and other five departments issued the Special Action Plan for Energy Conservation and Carbon Reduction in the Cement Industry, requiring the cement industry to control the production capacity of cement clinker at about 1.8 billion tons by the end of 2025. The proportion of production capacity above the benchmark level of energy efficiency will reach 30%, the production capacity below the benchmark level of energy efficiency will complete technological transformation or be eliminated and withdrawn, and the comprehensive energy consumption per unit product of cement clinker will be reduced by 3.7% compared with 2020.
For those 288 million tons of "backward" production capacity that fails to reach the benchmark level, either through technological innovation and equipment upgrading to improve energy efficiency to above the benchmark level, or follow the market rules and policy guidance to withdraw from the historical stage in an orderly manner.
