Improve the utilization rate of resources in an all-round way, actively promote cleaner production transformation, enhance the supply capacity of green low-carbon technology and green products and services, and build a green and high-quality development pattern of building materials industry.
Green building materials industry chain is one of the 28 key industrial chains in Henan Province. At present, the province has formed a distinctive building materials industry including cement, energy-saving glass, doors and windows curtain walls, building ceramics, sanitary ware, waterproof materials, etc., but there are also obvious shortcomings and shortcomings in the development of the industrial chain. The Plan proposes to vigorously cultivate and strengthen the green building materials industry while strengthening the total amount control and guiding the withdrawal of inefficient production capacity. We will actively promote the development of key cement production enterprises in the direction of sand and gravel aggregates, machine-made sand, commercial concrete, fabricated parts and prefabricated components. Develop and expand green building materials industries such as advanced ceramic materials, special cement, building ceramics and sanitary ware, new wall materials, thermal insulation materials, waterproof sealing materials, decoration materials, glass doors and windows curtain walls, HVAC, photovoltaic lighting materials, etc. To cultivate a number of green supply chain enterprises of building materials, specialized and new "Little Giant" enterprises and single champion enterprises (products) of manufacturing industry, and to promote the development of building materials industry towards high-end, integrated, industrial cluster and green ecology.
For a long time, the building materials industry has been a major carbon emitter. The Plan proposes to transform the energy consumption structure, accelerate technological innovation, promote green manufacturing, and strengthen the green management of the whole life cycle of building materials enterprises. Taking Anyang Belitai Ceramics Co., Ltd., one of the leading building materials industries in Henan Province, as an example, the production process uses nitrogen-free ceramic raw materials, uses low-nitrogen green natural gas as fuel, and effectively reduces emissions through a series of technical means, with the denitrification rate as high as 85%. At the same time, the production workshop has undergone intelligent transformation, and the production and packaging of environmental protection tiles have been completed efficiently and orderly.
The Plan clearly States that during the 14th Five-Year Plan period, significant progress will be made in the structural adjustment of building materials industry in Henan Province, energy-saving and low-carbon technologies will continue to be promoted in the industry, energy consumption per unit and carbon emission intensity of key products such as cement, building glass, building ceramics and sanitary ceramics will continue to decline, and the proportion of production capacity above the benchmark level of energy efficiency in the industry will reach 30%. The comprehensive energy consumption per unit product of cement clinker will be reduced by more than 3%, the proportion of production capacity above the benchmark level of energy efficiency in building ceramics and sanitary ceramics industry will reach 30%, and the proportion of production capacity above the benchmark level of energy efficiency in building glass industry will reach 20%. The construction of green factories in the building materials industry and the R & D, demonstration and promotion of low-carbon technology and equipment products have achieved remarkable results, and the foundation of carbon peak in the industry has been consolidated.
