It was held in Beijing from July 15 to 18, 2024. The plenum was
attended by 199 members and 165 alternate members of the Central Committee. Members of the Standing Committee of the Central Commission for Discipline Inspection and responsible comrades of relevant departments attended the meeting as observers. Some grass-roots comrades and experts and scholars among the delegates to the 20th National Congress of the Communist Party of China also attended the meeting.
The plenum was presided over by the Political Bureau of the CPC Central Committee. Xi Jinping, General Secretary of the Central Committee, made an important speech.
The Plenary session heard and discussed Xi Jinping's work report entrusted by the Political Bureau of the Central Committee, and deliberated and adopted the Decision of the Central Committee of the Communist Party of China on Further Deepening Reform in an All-round Way and Promoting Chinese-style Modernization. Xi Jinping explained the Decision (Discussion Draft) to the Plenary session.
The Plenary session fully affirmed the work of the Political Bureau of the Central Committee since the Second Plenary Session of the Twentieth Central Committee. It is unanimously agreed that in the face of the severe and complex international environment and the arduous and arduous task of domestic reform, development and stability, the Political Bureau of the Central Committee has earnestly implemented the spirit of the 20th National Congress of the CPC and the 1st and 2nd Plenary Sessions of the 20th Central Committee, fully, accurately and comprehensively implemented the new development concept, adhered to the general tone of steady and progressive work, and comprehensively promoted the "five in one". We should coordinate development and security, strive to promote high-quality development, further promote and plan comprehensive deepening of reform, firmly promote the construction of socialist democracy and the rule of law, constantly strengthen propaganda, ideological and cultural work, earnestly ensure people's livelihood and protect the ecological environment, and resolutely safeguard national security and society. We will continue to promote the work of Hong Kong, Macao and Taiwan, further promote the diplomacy of major powers with Chinese characteristics, consistently promote the comprehensive and strict administration of the Party, achieve a better economic recovery, and take a solid step in building a socialist modern country in an all-round way.
The Plenary session highly appraised the successful practice and great achievements of deepening reform in an all-round way since the new era, studied the issue of further deepening reform in an all-round way and promoting Chinese-style modernization, and held that the current and future period is the key period for comprehensively promoting the construction of a strong country and the great cause of national rejuvenation with Chinese-style modernization. Chinese-style modernization is constantly advancing in the reform and opening up, and will also open up broad prospects in the reform and opening up. Faced with the complicated international and domestic situation, the new round of scientific and technological revolution and industrial transformation, and the new expectations of the people, we must consciously put reform in a more prominent position and further deepen the reform in an all-round way around the promotion of Chinese-style modernization.
The Plenary stressed that in order to further deepen the reform in an all-round way, we must adhere to Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of "Three Representatives" and the scientific concept of development, and fully implement Xi Jinping's socialist thought with Chinese characteristics in the new era. In-depth study and implementation of General Secretary Xi Jinping's series of new ideas, new viewpoints and new judgments on deepening the reform in an all-round way, complete, accurate and comprehensive implementation of the new development concept, adherence to the general tone of steady progress, adherence to emancipating the mind, seeking truth from facts, keeping pace with the times, seeking truth and pragmatism, further emancipating and developing social productive forces, and stimulating and enhancing social vitality. Overall promotion of the overall layout of the "five in one", coordinated promotion of the "four comprehensive" strategic layout, guided by the reform of the economic system, with the promotion of social equity and justice and the improvement of people's well-being as the starting point and the foothold, pays more attention to system integration, highlights key points, pays more attention to the effectiveness of reform, and strives to achieve the goal. The superstructure and economic base, state governance and social development are better adapted to provide a strong driving force and institutional guarantee for Chinese-style modernization.
The Plenary session pointed out that the overall goal of further deepening the reform in an all-round way is to continue to improve and develop the socialist system with Chinese characteristics, and to promote the modernization of the national governance system and governance capacity. By 2035, a high-level socialist market economic system will be established in an all-round way, the socialist system with Chinese characteristics will be more perfect, the modernization of the national governance system and governance capacity will be basically realized, and the socialist modernization will be basically realized, laying a solid foundation for building a strong socialist modernization country in an all-round way by the middle of this century. We should focus on building a high-level socialist market economic system, people's democracy in the whole process of development, building a strong socialist cultural country, improving people's quality of life, building a beautiful China, building a higher level of peaceful China, improving the Party's leadership and long-term governance ability, and continuing to push forward the reform. By the 80th anniversary of the founding of the People's Republic of China in 1929, the reform tasks set forth in this Decision will be completed.
The Plenary session stressed that to further deepen the reform in an all-round way, we should sum up and apply the valuable experience of deepening the reform in an all-round way since the reform and opening up, especially in the new era, and implement the principles of adhering to the Party's overall leadership, adhering to the people-centered approach, adhering to integrity and innovation, adhering to the system construction as the main line, adhering to the rule of law in an all-round way, and adhering to the concept of system.
The Plenary session made a systematic plan for further deepening the reform in an all-round way, emphasizing the construction of a high-level socialist market economic system, the improvement of institutional mechanisms for promoting high-quality economic development, the construction of institutional mechanisms for supporting comprehensive innovation, the improvement of macroeconomic governance system, the improvement of institutional mechanisms for urban-rural integration and development, and the improvement of high-level opening-up system. The Plenary session pointed out that a high-level socialist market economic system is an important guarantee for Chinese-style modernization. We must give better play to the role of the market mechanism, create a fairer and more dynamic market environment, optimize the efficiency of resource allocation and maximize the benefits, both "flexible" and "manageable", better maintain market order, make up for market failure, smooth the cycle of national economy, and stimulate the endogenous power and innovation of the whole society. We should unswervingly consolidate and develop the public economy, unswervingly encourage, support and guide the development of the non-public economy, ensure that all kinds of ownership economies use production factors equally according to law, participate in market competition fairly and receive equal legal protection, and promote complementary advantages and common development of all kinds of ownership economies. We should build a unified national market and improve the basic system of market economy.
The Plenary session pointed out that high-quality development is the primary task of building a socialist modern country in an all-round way. We must guide the reform with new development concepts, base ourselves on the new stage of development, deepen the structural reform on the supply side, improve the incentive and restraint mechanism for promoting high-quality development, and shape new momentum and advantages for development. We should improve the system and mechanism of developing new quality productivity according to local conditions, the system of promoting the deep integration of real economy and digital economy, the system and mechanism of developing service industry, the system and mechanism of modern infrastructure construction, and the system of improving the resilience and security level of industrial chain and supply chain.
The Plenary session pointed out that education, science and technology, and talent are the basic and strategic support for Chinese-style modernization. We must thoroughly implement the strategy of rejuvenating the country through science and education, the strategy of strengthening the country through human resources, and the strategy of innovation-driven development, comprehensively promote the reform of the system and mechanism of educational, scientific and technological personnel, improve the new national system, and enhance the overall effectiveness of the national innovation system. The Plenary session pointed out that scientific macro-control and effective government governance are the inherent requirements for giving full play to the advantages of the socialist market economic system. The Plenary session pointed out that the development of people's democracy in the whole process is the essential requirement of Chinese modernization. The Plenary session pointed out that the rule of law is an important guarantee for Chinese-style modernization. We must fully implement the Constitution, safeguard the authority of the Constitution, coordinate the reform of legislation, law enforcement, justice and law-abiding, improve the guarantee mechanism of everyone's equality before the law, promote the spirit of socialist rule of law, safeguard social fairness and justice, and comprehensively promote the rule of law in all aspects of national work. We should deepen the reform in the legislative field, further promote administration according to law, improve the judicial system and mechanism of fair law enforcement, improve the mechanism of promoting the construction of a society ruled by law, and strengthen the construction of the rule of law concerning foreign affairs.
The Plenary session pointed out that Chinese-style modernization is a coordinated modernization of material and spiritual civilization. We should improve the responsibility system for ideological work, optimize the supply mechanism of cultural services and cultural products, improve the comprehensive network governance system, and build a more effective international communication system.
The Plenary session pointed out that ensuring and improving people's livelihood in development is a major task of Chinese-style modernization. We must do our best and act according to our capabilities, improve the basic public service system, strengthen the construction of inclusive, basic and basic livelihood, solve the most direct and realistic interests of the people, and constantly satisfy the people's yearning for a better life. We should improve the income distribution system, improve the employment priority policy, improve the social security system, deepen the reform of the medical and health system, and improve the support and service system for population development.
The Plenary session pointed out that Chinese-style modernization is the modernization of harmonious coexistence between man and nature. We must improve the system of ecological civilization, coordinate the promotion of carbon reduction, pollution reduction, green expansion and growth, actively respond to climate change, and accelerate the improvement of the system and mechanism to implement the concept that green mountains are golden mountains and silver mountains. The Plenary session pointed out that national security is an important foundation for the steady and far-reaching development of Chinese-style modernization. We must fully implement the overall concept of national security, improve the system and mechanism for safeguarding national security, achieve a benign interaction between high-quality development and high-level security, and effectively guarantee the long-term stability of the country. We should improve the national security system, the public security governance mechanism, the social governance system and the foreign-related national security mechanism.
The Plenary session pointed out that the modernization of national defense and the army is an important part of Chinese-style modernization. We must uphold the Party's absolute leadership over the people's army, thoroughly implement the strategy of reforming and strengthening the army, and provide a strong guarantee for the timely realization of the centenary goal of the army and the basic realization of the modernization of national defense and the army. We should improve the leadership and management system and mechanism of the people's army, deepen the reform of the joint operation system, and deepen the reform across the military and civilian.
The Plenary stressed that the leadership of the Party is the fundamental guarantee for further deepening reform in an all-round way and promoting Chinese-style modernization. The Plenary session pointed out that learning and implementing the spirit of the Plenary session is a major political task for the whole Party and the whole country at present and in the future. We should thoroughly study and understand the spirit of the Plenary session, deeply understand and grasp the theme, major principles, major measures and fundamental guarantees for further deepening the reform in an all-round way. The whole Party should make concerted efforts to implement the Decision and transform the strategic deployment of further deepening reform into a powerful force to promote Chinese-style modernization.
The Plenary analyzed the current situation and tasks, and stressed the unswerving realization of the economic and social development goals for the whole year. In accordance with the Party Central Committee's decision-making and deployment on economic work, we should implement macro-policies, actively expand domestic demand, develop new productive forces according to local conditions, accelerate the cultivation of new momentum for foreign trade, firmly promote green and low-carbon development, effectively safeguard and improve people's livelihood, and consolidate and expand the achievements of poverty alleviation. We should summarize and evaluate the implementation of the 14th Five-Year Plan and do a good job in the preliminary planning of the 15th Five-Year Plan.
The Plenary session pointed out that we should coordinate development and security, implement various measures to prevent and resolve risks in key areas such as real estate, local government debt and small and medium-sized financial institutions, strictly implement the responsibility for safe production, improve the monitoring, prevention and control measures of natural disasters, especially floods, weave a close social security risk prevention and control network, and earnestly maintain social stability. We should strengthen the guidance of public opinion and effectively prevent and resolve ideological risks. We should effectively respond to external risks and challenges, lead global governance, and take the initiative to create a favorable external environment.
The Plenary session emphasized that the spirit of the Plenary session should be carried out in the light of study and propaganda, and that the Party should be well armed with innovative theories to improve the level of Marxism and the ability of modernization of the whole Party. We should improve the system of strictly administering the Party in an all-round way, improve our style of work, overcome the persistent problems of formalism and bureaucracy, continue to reduce the burden on the grass-roots level, further promote the construction of a clean and honest Party style and the struggle against corruption, and do a solid job of inspection. We should consolidate and expand the achievements of thematic education, deepen the study and education of Party discipline, safeguard the unity and unity of the Party, and constantly enhance its creativity, cohesion and combat effectiveness. In accordance with the provisions of the Party Constitution,
the Plenary session decided to replace alternate members Ding Xiangqun, Yu Lijun and Yu Jihong as members of the Central Committee.
The Plenary session decided to accept Comrade Qin Gang's resignation application and remove Comrade Qin Gang from the Central Committee.
The Plenary session examined and approved the report of the Central Military Commission of the Communist Party of China on the serious violation of discipline and law by Li Shangfu, Li Yuchao and Sun Jinming, and confirmed the previous decision of the Political Bureau of the Central Committee to expel Li Shangfu, Li Yuchao and Sun Jinming from the Party.
