In response to Li Changge's proposal of "developing distributed new energy projects according to local conditions to help rural revitalization", the Ulanhot Development and Reform Commission said that. On June 3, 2021, the Energy Bureau of the Autonomous Region issued the document "Three-year Action Plan for Decentralized Wind Power and Distributed Photovoltaic Power Generation Projects in Inner Mongolia Autonomous Region (2021-2023)". The document clearly points out that the planning target of distributed photovoltaic power generation in Xing'an League in 2021-2023 is 0 , so it can not be put on record for implementation due to the constraints of indicators; Decentralized wind power indicators have been allocated by higher energy management departments, and new projects can not be approved for implementation for the time being.

On the Continuous Promotion of Rural Wind Power Development, The proposal of "Injecting Green Kinetic Energy into Rural Revitalization" has been received. The proposal mainly focuses on the development of distributed new energy project construction according to local conditions to help rural revitalization. The proposal is very specific and insightful. After investigation, the reply is as follows:
I. Distributed new energy construction projects are subject to indicators and cannot be filed, approved and implemented at present. On June 3, 2021, the Energy Bureau of the
Autonomous Region issued the document "Three-year Action Plan for Decentralized Wind Power and Distributed Photovoltaic Power Generation Projects in Inner Mongolia Autonomous Region (2021-2023)". It is clearly stated in the document that the planning target of distributed photovoltaic power generation in Xing'an League from 2021 to 2023 is 0 , so it cannot be filed for implementation due to the constraints of indicators; the decentralized wind power indicators have been allocated by the superior energy management department, and the new projects cannot be approved for implementation temporarily.
2. At present, the autonomous region only supports "full self-use" new energy projects, and new energy companies can refer to the organization and implementation. On August 1, 2022, the Energy Bureau of
Inner Mongolia Autonomous Region issued the Detailed Rules for the Implementation of Full Self-generated and Self-used New Energy Projects in Inner Mongolia Autonomous Region (2022 Edition), which is applicable to the construction of full self-generated and self-used new energy projects with new load allocation, and has clear requirements on application scenarios and declaration conditions. Each new energy company has the intention to plan and prepare the scheme in advance, organize the submission according to the requirements of the submission documents when conditions are ripe, and organize the implementation after the approval of the scheme.
At the same time, new energy enterprises from all walks of life are also welcome to actively strive for construction indicators in various ways, and relevant departments directly under the municipal government will cooperate fully and actively serve to promote the implementation of the project to achieve results.
