From October 17 to 18, the third "the Belt and Road" International Cooperation Summit Forum was held in Beijing. At the meeting, the Chinese government and enterprises established friendly and cooperative relations with the "the Belt and Road" countries. The Chinese government signed the free trade agreement and the early harvest arrangement with the government of Nicaragua, free trade agreements with the governments of Ecuador and Serbia, the agreement on trade in services and investment with the government of Belarus, and the memorandum of understanding on investment cooperation in green development and digital economy with the government of Turkmenistan.

(18) The Ministry of Ecology and Environment of China signed cooperation documents on environmental protection, sustainable development and climate change with the Ministry of Environment of Iran, the Ministry of Natural Resources and Environmental Protection of Belarus and the Ministry of Planning, Development and Special Tasks of Pakistan.

The Ministry of Transport of China signed the Memorandum of Understanding on Deepening International Road Transport Cooperation with the Ministry of Transport of Tajikistan, the Memorandum of Understanding on Future Travel Cooperation with the Ministry of Transport of Singapore, and the Protocol to the Agreement on International Road Transport between the two countries with the Ministry of Transport of Mongolia.
(20) The Ministry of Commerce of China signed a memorandum of understanding with the Ministry of Foreign Affairs, International Trade and Religion of Argentina, the Ministry of Development, Industry and Trade of Nicaragua on the establishment of a working group on unimpeded trade, and a memorandum of understanding with the Ministry of Foreign Affairs of Uruguay on the establishment of a working group on investment and economic cooperation. 4. Institutional arrangements proposed by the Chinese side
(1) The China Development Bank has set up a financing window of RMB 350 billion for "the Belt and Road".
(2) The Export-Import Bank of China has set up a 350 billion yuan "the Belt and Road" financing window.
(3) The Silk Road Fund will increase its capital by 80 billion yuan to support "the Belt and Road" projects in a commercial and market-oriented manner.
5. Cooperation projects
(1) The Chinese government and the Kuwaiti government signed a memorandum of understanding on cooperation in the Greater Mubarak Port Project, and jointly launched the China-Vietnam Red River Boundary Highway Bridge Project with the Vietnamese government.
(2) The Chinese government signed an exchange of notes with the Ethiopian government on the establishment of supporting projects for the Addis Ababa-Djibouti Railway, and signed an exchange of notes with the Uzbek government on the establishment of wind power projects in Uzbekistan.
(3) The National Development and Reform Commission of China and the Ministry of Planning and Investment of Laos signed a memorandum of understanding on the development cooperation plan along the China-Laos Railway.
(4) The China Development Bank signed a contract for the RMB loan project of Maybank Malaysia, launched the RMB credit (Phase II) project with the Central Bank of Egypt, launched the comprehensive credit project with BBVA Bank of Peru, and launched the special loan project for African SMEs with the African Export-Import Bank and the Bank of Egypt. (6) The Export-Import Bank of China signed the Memorandum of Understanding between the Regional Credit Guarantee and Investment Fund and the China-ASEAN Investment Cooperation Fund Phase II, and promoted the participation of the China-ASEAN Investment Cooperation Fund Phase II in the acquisition of part of the equity of the geothermal energy subsidiary of Pertamina Indonesia.
(7) The Silk Road Fund participated in the projects of the African Infrastructure Investment Fund Phase IV and the Highland Capital Fund Phase II of Kyrgyzstan under the South African Health Insurance Group.
(8) The China International Development Cooperation Agency, the State Forestry and Grassland Administration, the Ministry of Economic Development of Mongolia and the State Forestry Administration signed a framework agreement to support Mongolia's "billion trees" plan and to carry out desertification control cooperation between China and Mongolia.
(9) Assist Egypt in issuing the first "Panda Bond" in Africa. The Bank of China issued the world's first batch of green bonds with the theme of "the Belt and Road". Industrial and Commercial Bank of China issued 10 billion yuan of green financial bonds, global multi-currency "carbon neutral" theme green bonds, and participated in the $2.5 billion green syndicated loan project of Abu Dhabi Holding Company.
(10) Supporting the financing of the East Coast Railway Project in Malaysia. Participate in the construction of Kaduna-Kano Railway Project and Ganqimaodu-Gashunsuhaitu Port Cross-border Railway Project in Nigeria.
(11) Construction of King Salman International Port Complex Project in Saudi Arabia to support the financing of the Port of Chancay Project in Peru.
(12) Supporting the financing of the Nairobi Expressway Project in Kenya and the Central Access Project in Quito, Ecuador. Signed a loan agreement with Guyana for Demolara East Coast Road Phase II Project. Dhaka Airport Elevated Expressway Project and Dhaka Bypass Expressway Project will be constructed in Bangladesh, Valjevo Expressway Project will be constructed in Serbia, and Lahore Rail Transit Orange Line (ALL TOWN-DERA GUJRAN) Operation and Maintenance Service Project will be carried out in Pakistan.
(13) Construction of Gwadar New International Airport Project in Pakistan and Siem Reap Angkor International Airport Project in Cambodia.
(14) Signed the Phoenix Industrial Park Preferential Loan Project with Trinidad and Tobago to invest in the Jiangxi Economic Cooperation Zone in Zambia and the OBI Industrial Park in Liqin Indonesia. We will promote the "One Road and Two Parks" project between Hunan and Laos, and the China-Philippines Economic and Trade Innovation and Development Demonstration Park.
(15) Support the cross-border project financing of Malaysia-China Kuantan International Logistics Industrial Park. We will build a comprehensive service cooperation zone for the East African Trade and Logistics Industrial Park in Tanzania and an overseas warehouse for the Central European Banquet in Mongolia. We will carry out strategic cooperation projects with Kyrgyzstan on logistics corridors and international trade, build a container hub project at Aktau Port in Kazakhstan, and implement a "green passage" project for rapid customs clearance of agricultural and sideline products for Central Asian countries. (21) CIC invests in biofuel projects in Southeast Asia and fruit and vegetable preservation projects in South Africa.

6. People's Livelihood and People-to-People Connectivity Projects
(1) China will implement 1000 small-scale livelihood assistance projects.
(2) China will provide 20,000 research and seminar places and 500 on-the-job academic degree education places in China, and continue to implement the Silk Road Young Scholars Funding Scheme, the "the Belt and Road" Youth Elite Scheme and the "Dream Silk Road" Youth Development Scheme.
(3) We will launch the "the Belt and Road" Eco-environmental Talents Exchange Program and the "African Light Belt" Project of South-South Cooperation on Climate Change. A training course on South-South cooperation on addressing climate change was held, and the "Green Silk Road" international communication campaign was launched.
(4) Hold a national anti-corruption seminar on "the Belt and Road", carry out the second "the Belt and Road" legal cooperation research project and launch the third phase of the project. Establish a sustainable investment capacity building alliance and hold a seminar on "the Belt and Road" banking supervision.
(5) Implementing the "Small and Beautiful" International Mutual Recognition Cooperation Project for Quality Certification. We will set up a "the Belt and Road" public welfare fund and launch the "Silk Road Heart to Heart" action plan. In Sri Lanka and other countries, the "Merchants Silk Road Love Village" assistance project has been implemented, and in Nepal, Ethiopia, Myanmar, Cambodia, Laos, Burundi and other countries, the international love package project has been implemented.
