today, we are holding the opening ceremony of the third the Belt and Road Forum for International Cooperation. On behalf of the Chinese government and people, and in my own name, I would like to extend a warm welcome to all the distinguished guests! The original intention of putting forward this initiative is to draw lessons from the ancient Silk Road, take interconnection as the main line, strengthen policy communication, facilities interconnection, trade unimpeded, financial integration and people-to-people communication with other countries, inject new momentum into world economic growth, open up new space for global development, and create a new platform for international economic cooperation. Over the past
10 years, we have worked hand in hand to promote the vigorous development of international cooperation on "the Belt and Road" from scratch and achieved fruitful results.
"the Belt and Road" cooperation has spread from Eurasia to Africa and Latin America. More than 150 countries and 30 international organizations have signed cooperation documents on jointly building the "the Belt and Road", held three "the Belt and Road" International Cooperation Summit Forums, and established multilateral cooperation platforms in more than 20 professional fields.
"the Belt and Road" cooperation has entered the stage of "fine brushwork" from "freehand brushwork", transforming the planning map into a realistic map, and a large number of landmark projects and "small and beautiful" projects benefiting people's livelihood have taken root.
"the Belt and Road" cooperation has expanded from hard links to soft links. Co-construction and sharing, open, green and honest, high-standard and sustainable people's livelihood have become important guiding principles for high-quality co-construction of "the Belt and Road". Over the past
10 years, we have been committed to building a global interconnection network covering land, sea, sky and network, with economic corridors as the lead, large corridors and information highways as the framework, railways, highways, airports, ports and pipelines as the support, which has effectively promoted the circulation of goods, capital, technology and personnel in various countries and promoted the development of China. The ancient Silk Road, which has lasted for thousands of years, will be revitalized in the new era. Trains
running on the railway, cars galloping on the highway, air flights connecting countries, cargo ships breaking waves, fast and convenient digital e-commerce have become the camel bells and sails of international trade in the new era.
Hydropower stations, wind power stations, photovoltaic power stations, oil and gas pipelines, and more and more intelligent and accessible transmission networks have made energy shortage no longer the bottleneck of development, lit up the dream of green and low-carbon development in developing countries, and become the oasis and beacon of sustainable development in the new era.
Modern airports and wharfs, smooth roads, and economic and trade industrial cooperation parks have sprung up, giving birth to new economic corridors, stimulating new growth momentum, and becoming commercial and trade avenues and post stations in the new era.
Splendid cultural years, art festivals, expositions and exhibitions, unique cultural exchange projects such as Luban Workshop, "Silk Road Family" and "Bright Travel", and deepening exchanges among non-governmental organizations, think tanks, media and youth have played the Silk Road movement in the new era. After the outbreak of
COVID-19, "the Belt and Road" has become the road of life and health. China has provided tens of billions of masks and 2.3 billion doses of vaccines to other countries, and has cooperated with more than 20 countries to produce vaccines, making unique contributions to the "the Belt and Road" partnership in fighting the epidemic. China also received valuable support from more than 70 countries at the height of the epidemic. Building
the Belt and Road together follows the principle of extensive consultation, joint contribution and shared benefits, transcends the differences of different civilizations, cultures, social systems and stages of development, opens up a new path for exchanges among countries, builds a new framew ork for international cooperation, and brings together the greatest common interests of mankind in common development.
Ladies and Gentlemen, Dear Friends!
We are deeply aware that mankind is an interdependent community with a shared future. If the world is good, China will be good; if China is good, the world will be better. Thanks to the joint efforts to build the "the Belt and Road", China has opened its door wider to the outside world, turning the inland areas from the "rear guard" into the "vanguard", pushing the coastal areas to a new height in opening up and development, and making the Chinese market more closely linked to the world market. China is already a major trading partner of more than 140 countries and regions, and a major source of investment for more and more countries. Whether it is China's foreign investment or foreign investment in China, it demonstrates friendship and cooperation, and reflects confidence and hope.
We are deeply aware that only through win-win cooperation can we accomplish great things, do good things and do great things. As long as all countries have the desire to cooperate and coordinate their actions, the natural moat can become a thoroughfare, the "land-locked country" can become a "land-linked country", and the depression of development can become a prosperous highland. Countries with faster economic development should pull in a partner who is temporarily behind. As long as we regard each other as friends and partners, respect each other, support each other and achieve each other, giving roses to others will have a lingering fragrance, and achieving others will also help ourselves. To regard the development of others as a threat and economic interdependence as a risk will not make one's life better and develop faster.
We are deeply aware that the Silk Road spirit of peace and cooperation, openness and inclusiveness, mutual learning and mutual benefit is the most important source of strength for building the "the Belt and Road". I once said that the ancient Silk Road was immortalized in history not by war horses and spears, but by camels and goodwill; not by strong ships and cannons, but by treasure ships and friendship. Building a "the Belt and Road" means that when everybody adds firewood, the flame rises high and people can help each other go far. It means that one's own well being will enable others to lead a good life. It practices interconnection, mutual benefit and reciprocity, and seeks common development and win-win cooperation. Do not engage in ideological confrontation, do not engage in geopolitical game, do not engage in group political confrontation, oppose unilateral sanctions, oppose economic coercion, and oppose "decoupling and breaking the chain". The course of
10 years has proved that the joint construction of "the Belt and Road" stands on the right side of history, conforms to the logic of the progress of the times, and takes the right path on earth. We should have the determination to fly through the clouds calmly, take a responsible attitude towards history, people and the world, work together to meet various global risks and challenges, and create a better future of peace, development, cooperation and win-win for future generations.
Ladies and Gentlemen, Dear Friends! China is comprehensively promoting the construction of a strong country and the great cause of national rejuvenation with Chinese-style modernization. What we pursue is not the modernization of China alone, but the common realization of modernization with the vast number of developing countries and other countries. The modernization of the world should be the modernization of peaceful development, mutually beneficial cooperation and common prosperity. On the way forward, there will be good times and bad times. We should adhere to the goal orientation and action orientation, stick to the green hills and not relax, and draw a blueprint to the end. China is willing to deepen the "the Belt and Road" partnership with all parties, push the "the Belt and Road" into a new stage of high-quality development, and make unremitting efforts to realize the modernization of all countries in the world.
Here, I would like to announce eight actions that China supports to jointly build "the Belt and Road" with high quality.
First, build a three-dimensional interconnection network of "the Belt and Road". China will accelerate the high-quality development of freight train services between China and Europe, participate in the construction of the trans-Caspian international transport corridor, run the China-Europe freight train International Cooperation Forum well, and work with all parties to build a new Asia-Europe continental logistics corridor supported by direct rail and road transport. We will actively promote the integrated development of "Silk Road Maritime Transport" port, shipping and trade, and accelerate the construction of new land-sea corridors and air Silk Road.
Two, support the construction of an open world economy. China will establish a "Silk Road E-commerce" cooperation pilot zone and negotiate and sign free trade agreements and investment protection agreements with more countries. Restrictions on foreign investment access in the manufacturing sector will be abolished in an all-round way. Actively comparing with international high-standard economic and trade rules, we will further promote the high-level opening of cross-border trade in services and investment, expand market access for digital products, and deepen the reform of state-owned enterprises, digital economy, intellectual property rights, government procurement and other fields. China will hold the "Global Digital Trade Fair" every year. In the next five years (2024-2028), the import and export volume of China's trade in goods and services is expected to exceed US $32 trillion and US $5 trillion.
Third, carry out practical cooperation. China will coordinate the promotion of landmark projects and "small and beautiful" livelihood projects. The China Development Bank and the Export-Import Bank of China will each set up financing windows of 350 billion yuan, and the Silk Road Fund will increase its capital by 80 billion yuan to support the joint construction of "the Belt and Road" projects in a market-oriented and commercialized manner.The entrepreneurs conference held during the summit forum reached a project cooperation agreement of 97.2 billion US dollars. China will also carry out 1000 small livelihood assistance projects, promote Sino-foreign vocational education cooperation through Luban Workshop, and work with other parties to strengthen the joint construction of "the Belt and Road" projects and personnel security.
Fourth, promote green development. China will continue to deepen cooperation in green infrastructure, green energy, green transportation and other fields, increase support for the "the Belt and Road" Green Development International Alliance, continue to hold the "the Belt and Road" Green Innovation Conference, and build a dialogue and exchange mechanism for photovoltaic industry and a green low-carbon expert network. We will implement the "the Belt and Road" green investment principle and provide 100000 training sessions for partner countries by 2030.
5. Promoting scientific and technological innovation. China will continue to implement the Belt and Road Science, Technology and Innovation Action Plan, hold the first Belt and Road Science and Technology Exchange Conference, expand the number of joint laboratories with other parties to 100 in the next five years, and support young scientists from other countries to work in China for a short period of time. China will propose a global AI governance initiative at this forum, and is willing to strengthen exchanges and dialogues with other countries to jointly promote the healthy, orderly and safe development of global AI.
6. Supporting people-to-people exchanges. China will hold the "Liangzhu Forum" to deepen dialogue among civilizations with the countries that jointly build the "the Belt and Road". On the basis of the established Silk Road International Theatre, Art Festival, Museum, Art Museum and Library Alliance, the Silk Road Tourism City Alliance was established. We will continue to implement the "Silk Road" Chinese government scholarship program.
Seven, build a clean road. The Chinese side will work with its partners to release the Belt and Road Integrity Building Effectiveness and Prospects, launch the Belt and Road Integrity Building High-level Principles, establish the Belt and Road Integrity Compliance Evaluation System for enterprises, and cooperate with international organizations to carry out the Belt and Road Integrity Research and Training.
Eight, improve the international cooperation mechanism of "the Belt and Road". China will work with other the Belt and Road countries to build platforms for multilateral cooperation in energy, taxation, finance, green development, disaster reduction, anti-corruption, think tanks, media and culture. We will continue to hold the "the Belt and Road" International Cooperation Summit Forum and set up the Secretariat of the Summit Forum.
Ladies and Gentlemen, Dear Friends! The joint construction of the "the Belt and Road" originated from China, and the achievements and opportunities belong to the world. Let us bear in mind the expectations of the people, shoulder the heavy burden of history, grasp the pulse of the times, carry forward the past and forge ahead bravely, deepen the international cooperation of "the Belt and Road", welcome the new development of "the Belt and Road" with higher quality and higher standards, promote the modernization of all countries in the world, build an open, inclusive, interconnected and common development world, and jointly promote the construction of a community of human destiny!
