The smooth operation
of the industrial economy formulates and implements the Work Program for Promoting the Steady Growth of the Industrial Economy to Fully Sprint the Annual Target, strengthens the four-level contracting of districts, cities, counties and parks, and implements the action of supervising, helping and promoting the steady growth of the industrial economy. Key enterprises and development zones should be sunk regularly, and the gateway should be moved forward to strengthen operation monitoring, so as to find problems in time and solve them in a coordinated manner. Every effort should be made to help enterprises reduce the cost of electricity consumption, promote the optimization of direct electricity trading rules, reduce the penalty standards for contract electricity consumption, and increase new energy trading to 100%. Strengthen the coordination and guarantee of enterprise services, and effectively promote key enterprises to release production capacity and smooth production. From January to July, the added value of industries above the scale of the whole region increased by 7.8% year on year.
2. Highlighting the construction of projects and the rapid development
of key industries, we will carry out in-depth activities of "four-rate evaluation" and "year of consolidation and promotion of expanding effective investment", and accelerate the construction of key projects. From January to July, the start-up rate of "3 100" key manufacturing projects was 91%, with an investment of 29.2 billion yuan. Among them, 74 projects such as Runyang 50000 tons of polysilicon and Zhonghuan Photovoltaic Intelligent Factory were completed and put into operation, with an additional output value of 27.2 billion yuan , which strongly stimulated investment growth. Manufacturing investment grew by 9.1% year-on-year, 3.4 percentage points higher than that of the whole country, and the growth rate of high-tech manufacturing investment was 54.4 percentage points higher than that of the whole country.
3. Highlighting the chain cultivation, effectively strengthening
the industrial base, accelerating the ecological construction of the industrial chain, cultivating 10 "chain-owner" enterprises, compiling and completing the "Ningxia Industrial Products and Central Enterprises Cooperation Demand Willingness List", which includes 61 enterprises'main products, production capacity, output, preferential conditions for cooperation and other information to provide the central enterprises. Strive to embed in the supply chain of central enterprises. Strengthen the provincial leadership mechanism of the "six new" industries, promote industrial development at a high level, and hold the 2023 Computing Power Conference to accumulate energy for industrial economic growth. Around the industrial chain layout innovation chain, we carried out the action of uncovering and tackling key problems, checked and accepted 5 projects, achieved 15 technological achievements, organized and implemented 100 innovative product development guidance plans, developed 100 new products and new technologies around the "six new" industries, and after the completion of the implementation, more than 347 new patents will be added, and the transformation of innovative achievements will support the continuous rise of the industrial base.
Fourth, highlight the precise service, stimulate
the vitality of enterprises, and thoroughly implement the "31 high-quality development of private economy" and "24 gradient cultivation and upgrading of market players" to further boost the confidence of enterprises in development. We will deepen the practical activities of "specialized, special and new" small and medium-sized enterprises, improve the working mechanism of "one-to-one" service commissioners, and establish and improve the accounting system for practical work. We will carry out the special action of "policy into thousands of enterprises, service to build new achievements" and increase policy support for enterprises. From January to July, there were 1132 manufacturing enterprises above designated size, accounting for 76% of the total number of regulated enterprises. In terms of volume, among the manufacturing enterprises above the scale, there are 1 enterprise with an annual output value of 30 billion yuan, 5 enterprises with an annual output value of 10 billion yuan, 12 enterprises with an annual output value of 5 billion yuan and 81 enterprises with an annual output value of 1 billion yuan. Among the 60 leading enterprises, 55 are manufacturing enterprises, 515 are specialized, special and new small and medium-sized enterprises in the autonomous region, 34 are specialized, special and new "Little Giant" enterprises in the country, and the ranks of high-quality enterprises are growing.
At present, affected by the internal and external economic environment, the market demand is weak, the enterprise inventory increases, the profit continues to decline, and the downward pressure of the economy continues to increase. In the next step, we will intensify the regulation and control of operation, consolidate the responsibility of the main body, stabilize the stock of leading enterprises, strive to control the reduction of production, continue to expand the increment of projects, focus on solving difficult problems in operation, and resolutely stabilize the basic growth.
