The relevant requirements of the Reply on Matters Related to Green Power Trading in Xinjiang and the Xinjiang Green Power Trading Scheme (Trial Implementation) are to sort out the access list of green power trading. The standard is as follows: "The power generation enterprises of green power trading are mainly wind power and photovoltaic enterprises that are not included in the scope of the national renewable energy tariff additional subsidy policy.". Enterprises should complete the registration and obtain the project code in the national renewable energy information management platform, and have the qualification to issue green certificates.
In accordance with the Notice of the National Energy Administration on the Announcement of the Demonstration Project of Wind Power Parity Access to the Grid (Guo Neng Fa Xin Neng [2017] No.49), the Notice of the General Department of the National Energy Administration of the General Office of the National Development and Reform Commission on the Announcement of Wind Power in 2020, Notice on Photovoltaic Power Generation Grid Parity Project (FGBNY [2020] No.588), The Notice of the National Development and Reform Commission on Improving the Policy of Wind Power On-grid Tariff (FGJG [2019] No.882) and the Notice of the National Development and Reform Commission on Matters Relating to the Policy of New Energy On-grid Tariff in 2021 (FGJG [2021] No.833) sort out the list of parity on-grid projects. The project code of the National Renewable Energy Information Management Platform is extracted from the "project code" field of the unit parameter information of the power generation enterprise of Xinjiang Electric Power Trading Platform. Other power generation enterprises can also submit certification materials for parity access projects on Xinjiang Electric Power Trading Platform (referring to the major information change process of power generation enterprises), which will be included in the green power trading access list after publicity.
The reference policies are as follows:
1. Notice of the National Development and Reform Commission on Improving the Policy of On-grid Tariff for Wind Power (FGJG [2019] No.882): "For onshore wind power projects approved before the end of 2018 that have not been connected to the grid by the end of 2020, the state will no longer subsidize them;"; Onshore wind power projects approved from January 1, 2019 to the end of 2020 will not be subsidized by the state if they have not been connected to the grid by the end of 2021. Since January 1, 2021, the newly approved onshore wind power projects have been fully connected to the grid at a fair price, and the state will no longer subsidize them.
2. Notice of the National Development and Reform Commission on Issues Related to the New Energy On-grid Tariff Policy in 2021 (FGJG [2021] No.833): For newly registered centralized photovoltaic power stations, industrial and commercial distributed photovoltaic projects and newly approved onshore wind power projects. The central government will no longer subsidize the implementation of parity access to the Internet.
