On December 18, Shandong Energy Bureau issued the Announcement on the Evaluation Results of the Carrying Capacity of Distributed Photovoltaic Access Grid.
The announcement shows that the distributed photovoltaic output of 37 counties (cities and districts) in Shandong Province will be transmitted back to the 220 kilovolt and above power grid in 2024, and the new distributed photovoltaic output can not be absorbed within the county. Among the 136 counties (cities and districts) in the province, 53 counties (cities and districts) had a "limited" early warning level of low-voltage distribution network connection in 2024, and 43 counties (cities and districts) had a "general " early warning level of low-voltage distribution network connection. The warning level of low-voltage distribution network connection in the remaining 40 counties (cities and districts) is "good".

Announcement
on the Release of the Assessment Results of the Carrying Capacity of Distributed Photovoltaic Access to the Grid In accordance with the Notice of the General Department of the National Energy Administration on Issuing the Pilot Work on the Assessment of the Carrying Capacity and Improvement Measures of Distributed Photovoltaic Access to the Grid (GNZTXN [2023] No.74) ) Requirements, after organizational evaluation, the list of counties (cities and districts) with difficulties in network connection and absorption in 2024 and the early warning level of low-voltage distribution network connection in our province are announced. In the subsequent project development and construction process, all development enterprises and individuals should pay close attention to the open capacity released by grid enterprises, and give priority to the development and construction of distributed photovoltaic in areas with sufficient open capacity.
1. The list
of counties (cities and districts) with difficulties in absorption in the whole province has been evaluated. In 2024, the distributed photovoltaic output of 37 counties (cities and districts) in our province will be transmitted back to the 220 kilovolt and above power grid, and the new distributed photovoltaic output can not be absorbed within the county area. Including Shanghe County of Jinan City, Tengzhou City of Zaozhuang City, Qixia City of Yantai City, Anqiu City of Weifang City, Mengyin County of Linyi City, Lingcheng District of Dezhou City, Chiping District of Liaocheng City, Donga County of Liaocheng City and Zhanhua District of Binzhou City. Among the pilot counties, the new distributed photovoltaic output in Qihe County of Dezhou City can be absorbed within the county. See Table 1 for details.
Table 1 It is estimated that in 2024, the counties (cities and districts)
with difficulties in the absorption of distributed photovoltaic grid connection and the early warning level
of low-voltage distribution network connection in the whole province are based on the Guidelines for the Assessment of the Carrying Capacity of Distributed Generation Access to Power Grid (DL/T 2041-2019). Hereinafter referred to as the Guidelines), The warning level of low-voltage distribution network distributed photovoltaic grid connection is divided into three levels: "good" (less than 30% of the stations are yellow and red according to the requirements of the Guidelines), "general" (30% -80% of the stations are yellow and red according to the requirements of the Guidelines), and "limited" (more than 80% of the stations are yellow and red according to the requirements of the Guidelines). Among the 136 counties (cities and districts) in
the province, 53 counties (cities and districts) in 2024 have a "limited" warning level of low-voltage distribution network connection, 43 counties (cities and districts) have a "general" warning level of low-voltage distribution network connection, and the R emaining 40 counties (cities and districts) have a "good" warning level of low-voltage distribution network connection. Among the pilot counties, 9 counties (cities and districts) including Shanghe County of Jinan City, Tengzhou City of Zaozhuang City, Qixia City of Yantai City, Anqiu City of Weifang City, Mengyin County of Linyi City, Lingcheng District of Dezhou City, Chiping District of Liaocheng City, Donga County of Liaocheng City and Zhanhua District of Binzhou City have a "limited" warning level for low-voltage distribution network connection, and Qihe County of Dezhou City has a "general" warning level for low-voltage distribution network connection. See Table 2 for details.
