The project is divided into two stages, the first stage is to build two lithium iron phosphate production lines, with an annual output of 50000 tons of lithium iron phosphate. Two lithium iron phosphate production lines will be built in the second stage, with an annual output of 50,000 tons of lithium iron phosphate. The estimated investment is 1.929 billion yuan , located in Nanxi District, Yibin City.

: We have received your Request for Submission of Energy Saving Report of Tiancheng Lithium Battery Project with Annual Output of 100,000 Tons of Lithium Iron Phosphate Cathode Material, and we have entrusted Sichuan Engineering Consulting Institute to review the energy saving report of the project. The review organization issued the Report on the Review Opinions on the Energy-saving Report of Tiancheng Lithium Power Project with an Annual Output of 100,000 Tons of Lithium Iron Phosphate Cathode Material (CGZG [2023] No.753). After review, the review opinions are as follows:
I. The energy conservation report of the project (project code: 2305-511503 -04-01-840777) is approved in principle.
2. Type and quantity of annual energy consumption of the project: When the project is completed (including the first and second stages), the annual power consumption will be 5,600 kilowatt-hours of 35746 and 28.0874 million cubic meters of natural gas; 2.197 million cubic meters of fresh water, 0.23 million cubic meters of compressed air 69006 and 89.7055 million cubic meters of nitrogen (energy-consuming working medium, not included in energy consumption). The annual comprehensive energy consumption is equivalent to 78039.05 tons of standard coal equivalent and 0.25 tons of 151355 equivalent (the electricity equivalent value and the equivalent value are calculated at 0.1229 and 0.328 kg of standard coal/kWh respectively).
3. Energy efficiency level. The comprehensive energy consumption per unit product of lithium iron phosphate in the first stage of the project is 608.53 kgce/t and 603.83 kgce/t respectively, and the comprehensive power consumption per unit product of lithium iron phosphate in the first stage of the project is 2787.71 kWh/t and 2749.74 kWh/t respectively. Meet the access value requirements of 630kgce/t comprehensive energy consumption per unit product and 5000kWh/t power consumption per unit product of similar products in Energy Consumption Limit and Calculation Method for Unit Product of Lithium Battery Cathode Material (DB43 ∕ T1591-2019). Fossil energy consumption (equivalent value) per unit product of
the project is 0.34 TCE/t. The energy consumption (equivalent value) of unit output value and unit industrial added value is 0.192 TCE/10,000 yuan and 0.735 TCE/10,000 yuan respectively.
4. On the basis of implementing various measures of the energy conservation report, the project design and construction units shall, The following energy-saving work shall be improved and strengthened:
(I) In view of the fact that the energy consumption of major equipment such as kiln, sand mill, hot blast stove, homogenizing pump, mixer, atomizer, fine grinding tank, homogenizing tank, spray tank, jet mill, electromagnetic iron remover, air compressor, fan and water pump accounts for a large proportion of the total energy consumption, the project construction unit will purchase the equipment in the next stage. According to the production scale and process requirements, strictly implement the principle of project equipment selection, use energy-consuming equipment that meets the requirements of energy-saving level, and give priority to the energy-saving technology, production process and energy-consuming equipment in the National Key Energy-saving and Low-carbon Technology Promotion Catalogue and other relevant catalogues.
(2) In accordance with the General Principles for the Allocation and Management of Energy Measuring Instruments in Energy-using Units (GB17167-2006), the allocation design of energy measuring instruments shall be refined and implemented, and a sound energy measurement management system shall be established; In accordance with the Measures for Energy Conservation Management of Key Energy-using Units (Decree No.15, 2018) issued by the National Development and Reform Commission and other seven departments, an online energy consumption monitoring system will be built to connect the energy consumption monitoring data to the provincial platform of the online energy consumption monitoring system of key energy-using units in Sichuan Province.
5. When the energy consumption process and equipment, energy consumption variety, construction content and scale of the project have changed significantly or the actual annual comprehensive energy consumption exceeds the level specified in this review opinion by more than 10%, the project construction unit shall conduct a new energy conservation assessment and report it to the Commission for review. If the authority of the project energy conservation review changes, it shall be submitted to the competent review authority for handling in a timely manner.
6. According to the Implementation Measures for Energy Conservation Review of Fixed Assets Investment Projects in Sichuan Province, the project construction unit is requested to carry out the energy conservation review and acceptance of the project and prepare the energy conservation review and acceptance report before it is formally put into production and use. Those who pass the examination and acceptance of energy conservation shall submit the acceptance report to the Provincial Development and Reform Commission for filing. Projects that have not been accepted or failed to pass the acceptance shall not be put into production and use.
7. The Yibin Municipal Development and Reform Commission is requested to effectively supervise and inspect the design, construction, completion acceptance and operation management of the project in accordance with the review opinions and the energy-saving report of the project, and timely report on the implementation of the review opinions and major matters related to the project. We should further optimize the allocation of energy factors, fully tap the potential of energy conservation, promote the improvement of energy efficiency, strengthen the target management of energy intensity reduction, and ensure the completion of the "14th Five-Year Plan" energy-saving target task issued by the provincial government.
8. The Provincial Energy Conservation Regulatory Affairs Center is requested to carry out energy conservation supervision on the implementation of the energy conservation review opinions of the project in accordance with the Measures for Energy Conservation Supervision (Decree No.33 of 2016 of the National Development and Reform Commission).
9. This opinion only provides review opinions on the project energy conservation report, and the project construction management shall be strictly implemented in accordance with relevant laws, regulations and policies.
10. This review opinion shall be valid for 2 years from the date of issuance. Projects that fail to start construction within the time limit or whose completion time exceeds the expected completion time in the energy-saving report for more than two years shall be re-examined for energy conservation.
